TOWN OF RICHFORD, VERMONT
GOLF COURSE ROAD WATERLINE AND BOOSTER PUMP STATION
General Notice
The Town of Richford (Owner) is requesting Bids for the construction of the following Project: Golf course Road Waterline and Booster Pump Station. Bids for the construction of the Project will be received via electronic mail until December 17th, 2025, at 1:00 PM local time at which time Bids received shall be opened and read.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis.

Bidders are highly encouraged to submit their bids earlier than the listed deadline to prevent issues with the submission process. Bids received electronically past the 1:00 PM deadline will be considered late and thus will not be included in the bid tabulation. Bidders are required to reach out to confirm receipt once a bid has been submitted. A bid tabulation will be released to all bidders within 5 business days.
The Project includes the following Work: A new water booster pump station, 1,150 LF of new 8” PVC C900 waterline, 850 LF of new 4” PVC C900 waterline, 410 LF of new 2” CTS waterline, 660 LF of new 3/4" CTS water services, 2 fire hydrants, 2 flushing hydrants, and all necessary appurtenances to complete the construction of the new booster pump station, waterline, and services.
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents is: Blueprints, Etc., 20 Farrell Street, South Burlington, VT 05403, (802) 865-4503. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office at a non-refundable cost of $200.00 for each set, plus shipping. This purchase price includes a full set of Bidding Documents and an electronic copy of the Bidding Documents in portable document format (PDF). Alternatively, electronic only copies in portable document format (PDF) of the Bidding Documents are available for a non-refundable charge of $130.00, plus shipping.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen.
Bidding documents may be examined at the Town of Richford Town Offices, 94 Main Street, Richford, VT 05476 by appointment, and at www.aeengineers.com.
Pre-bid Conference
A pre-bid conference for the Project will be held on December 4th, 2025 at 10:00 AM at the Richford Town Offices, 94 Main Street, Richford, VT 05476. Attendance at the pre-bid conference is encouraged but not required.
Funding and Project Procurement
The following provisions apply to this WORK.
1. Bid Security in accordance with the Instructions to Bidders
2. Disadvantaged Business Enterprise (DBE) Requirements
3. Performance BOND and Payment Bond each in the amount of 100% of the contract price
4. AIS (American Iron and Steel), provisions of P.L. 113-76 of the Consolidated Appropriations Act
5. Build America, Buy America ACT (BABAA), requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58 SS 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
6. Federal Wage Rates as determined under the Davis-Bacon Act
7. Prohibition on Certain Telecommunications and Video Surveillance Services Equipment
The following waivers apply to this Contract:
1. BABAA De Minimis, Small Grants, and Minor Components.
