SECTION A.1 NOTICE AND INSTRUCTIONS TO BIDDERS 1. Sealed Bids will be received by the City of South Burlington hereinafter referred to as the “Owner” for performing the Work as described as follows: Construction of approximately 670 linear feet of 8” ductile iron water main, 20 linear feet of 6” ductile iron watermain, water services, a new fire hydrants, and other water appurtenances on Brewer Parkway as described more fully in the Plans and Specifications attached hereto. Bids shall be sent electronically by Friday, August 15th at 1:00 P.M. to all of the following addresses: a. jbooth@aeengineers.com b. aarsenault@aeengineers.com c. tdipietro@southburlingtonvt.gov d. matt.guerino@champlainwater.org 2. Bidders are highly encouraged to submit their bids earlier than the listed deadline to prevent issues with the submission process. Bids received electronically past the 1:00 P.M. deadline will be considered late and thus will not be included in the bid tabulation. Bidders are required to reach out to confirm receipt once a bid has been submitted. A bid tabulation will be released to all bidders within 5 business days. 3. All Bids must be made on the blank form of the proposal attached hereto. No lines on the BID may be left blank. BIDS shall not be faxed. Failure to fully complete the BID will render the Bidder non-responsive, and the BID will not be read. In the event there is any discrepancy in the PROPOSAL between any price in words, figures, or the extended totals, the price in words shall govern and the extended totals in each case shall be corrected accordingly. 4. A Bid Bond or Certified Check in the amount of 5% of the total BID submitted must accompany the BID. Failure to submit such with the BID will render the Bidder non-responsive, and BID will not be read. 5. A Bidder may withdraw any proposal submitted prior to the hour set for the closing of the Bids provided the request is signed in a manner identical with the proposal being withdrawn. No bidder may withdraw a Bid within 45 days after the actual date of the opening. 6. The Owner will be responsible for payment in accordance with the terms of the Agreement when the Work is completed. 7. The City reserves the right at their sole discretion to reject any and all bids, wholly or in part, to waive any informalities or any irregularities therein, to accept any bid even thought it may not be the lowest bid, to call for rebids, to negotiate with any bidder, and to make an award which in its sole and absolute judgment will best serve the City’s interest. The City reserves the right to Notice and Instructions to Bidders A.1 - 1 investigate the financial responsibility of any and all bidders to determine the ability of the bidder to assure service throughout the term of the contract. 8. A non-mandatory Pre-Bid Conference for prospective Bidders will be held at the City of South Burlington Public Works, 104 Landfill Road, South Burlington, VT 05403 at 10:00A.M., Friday, August 1st, 2025. 9. Copies of the CONTRACT DOCUMENTS may be obtained at the office of Blueprints Etc. located at 20 Farrell Street, Suite 101, South Burlington, VT 05403 upon a non-refundable payment of $90.00 (excluding tax and shipping) for paper copies and $65.00 (excluding tax and shipping) for PDF copies. Checks shall be payable to Blueprints Etc.
