Bid Description:
Vermont has received a Rural Health Transformation (RHT) grant of $195 million in Year One of a five-year opportunity. The purpose of the grant is to build stronger rural health networks, improve technology and shared operations, strengthen the rural health workforce and ultimately ensure that Vermonters receive the right care at the right time for an affordable cost.The purpose of this subrecipient grant opportunity is to incentivize adoption of a shared electronic medical record (EMR)/electronic health record (EHR) platform, to strengthen data sharing and care coordination across the state. The State of Vermont seeks a qualified third-party organization (“Grant Recipient”) to serve as the program manager and implementation lead for the Shared Services – Shared Electronic Medical Record (EMR)/Electronic Health Record (EHR) activity under Vermont’s Rural Health Transformation (RHT) Program. This activity is intended to reduce administrative burden, improve care coordination, and advance statewide care integration by supporting adoption and implementation of shared technology services that improve clinical operations and interoperability across participating rural hospitals and provider entities including non-hospital providers such as health centers, independent provider groups, and community service providers that use an EMR/EHR. The shared EMR/EHR work must be designed to complement Vermont’s Health Information Exchange (VHIE) and strengthen statewide data exchange, not replace or fragment it. The system should optimize interoperability and promote use of a more complete longitudinal health record to deliver high-quality, well-coordinated, and cost-effective care. Healthcare provider participation in the shared EMR/EHR will be voluntary.
