May 28, 2026 at 9:00 AM (EST). Meet at the Summit Parking lot. Please stop at booth
and inform attendant you are there for the project showing.

Contractors are invited to bid on the Mt. Philo State Park Summit Improvements Project for the
Department of Buildings & General Services on behalf of the Agency of Natural Resources –
Department of Forests, Park & Recreation at 5425 Humphreys’ Road in Charlotte, Vermont.
This project consists of, but is not limited to:
The Mt. Philo Summit Improvements project at Mt. Philo State Park in Charlotte, Vermont
includes primarily construction and site work at the summit area. Work consists of installation
of new gravel pathways to the existing buildings and to the existing overlook area. Site will
require regrading to improve ADA access. Along the pathways will also be the construction of
dry-laid stone retaining walls/seat walls, and placement of new stone steps with associated
handrails. The project also includes construction of a wood ramp to provide access to the
summit building, and installation of a new door opening within the existing historic structure.
Site improvements include construction of a new bluestone patio and the relaying of the
existing historic stone patio, which must be installed identical to the current configuration.

Public Plan Room. Any and all notifications, releases and addendums associated with this project will be posted at http://www.blueprintsetc.com. There is a non-refundable fee, plus applicable taxes and shipping costs for each set of documents purchased.
QUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of
this RFP or wishing to comment or take exception to any requirements of the RFP must submit
specific questions in writing to BGS.OPCVendorDocs@vermont.gov no later than 4:30 PM on
June 4, 2026. All questions should include Mt. Philo State Park Summit Improvements
Project in the subject line. Any comments, questions, or exceptions not raised in writing on or
before the last day of the question period are waived. At the close of the question period a copy of
all questions or comments and the State's responses will be posted at
http://www.blueprintsetc.com. Every effort will be made to post this information as soon as
possible after the question period ends, contingent on the number and complexity of the
questions.
9.2.1. All bids under this RFP must be submitted electronically in accordance
with the submission requirements herein. Electronic bids will be
accepted via email submission to BGS.VTBids@vermont.gov. The
subject line of the email submission must reference the Project Title as
indicated on the front page of this RFP.
