Bid Description:
This project consists of but is not limited to the construction of an unenclosed, unheated and unplumbed steel, wood and
concrete pavilion with a floor area of approximately 1,900 SF, in the immediate vicinity of and associated with the existing war memorial on Camp Johnson.
Special Instructions: Contractors are invited to bid on the construction of the Fallen Heroes Memorial Pavilion project at Camp Johnson in Colchester, Vermont. The project location is on the grounds of the Camp Johnson complex in Colchester VT off of Rt. 15,
with the nominal address of 90-128 Academy Ln Colchester VT.

Mandatory Site Visit |
BIDDERS CONFERENCE: 15 May 2026 10:00 am EDT
There will be a mandatory pre-bid meeting at the site on Academy Ln on the grounds of the Camp Johnson Complex in Colchester, VT. Visitors must surrender a valid driver’s license, government ID, passport, or equivalent ID during their stay.
Subcontractors are encouraged to attend. Visitors must notify the Project Manager no later than the day before the meeting so they can be added to the access list. On entering the installation by the main gate, attendees should park at or by the war
memorial immediately to the right, visible from the entrance. Google Maps indicates that the address is 90-128 Academy Ln Colchester VT; this will not be marked on site.
A criminal background check is required for all personnel if not presently on file with the BCE and current within one year. Upon award, all employees expected to work on this project must submit Base Access Registration/Record Check
Form, provided by Project Manager for VTARNG Security Staff to run required background check. Form shall be submitted in PDF format by email to Project Manager. For contractors that require access to a VTARNG facility or installation: Contractor and all associated sub-contractors
employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13),
and applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by a government representative). |
