Bid Description:
The Town of Saint Albans will receive sealed bids for their FY2027 Roadway Resurfacing Projects. The contract generally includes work on the following roads: French Hill Road (two segments), Congress Street and Lord Road in the Town of Saint Albans, as follows: 1. Supply and Install 2,389 Tons of Type II Bituminous Concrete Pavement 2. Supply and Install 2,301 Tons of Type IV Bituminous Concrete Pavement 3. Reclaim 16,987 Square Yards of Existing Pavement 4. Cold Plane 10,266 Square Yards of Existing Pavement up to 1.5-inches thick 5. Provide Flaggers and Traffic Control per MUTCD RECEIPT OF BIDS: Sealed bids on forms prepared by the Town of Saint Albans Department of Public Works will be received and publicly opened at the Saint Albans Town Offices, 398 Georgia Shore Road, Saint Albans, VT 05478, until 2:00 P.M. (local time) on Tuesday, May 19, 2026, for the FY2027 Roadway Resurfacing Projects. All contract documents and addenda will be found on the Town’s website, at Town of St. Albans, VT (stalbanstown.com). It is the responsibility of the prospective bidder to review relevant project information located on this website. PRE-BID MEETING: The Town of Saint Albans will hold a non-mandatory Pre-Bid Meeting on Thursday, April 30, 2026 at 9:00 A.M. to discuss the project. The Pre-Bid meeting will be held at the Saint Albans Town Hall, Bella Maquam Room. BID GUARANTEE: Each bid shall be accompanied by an acceptable form of Bid Guaranty in an amount equal to at least five percent (5%) of the amount of the Bid, payable to the Town of Saint Albans as a guarantee that if the bid is accepted, the bidder will execute the Contract and file acceptable Performance, Labor, and Material Payment Bonds within ten (10) days after the award of the Contract. Acceptable form for a Bid Guarantee is either a bid bond or certified check. No bidder may withdraw their bid within 30 days after the actual date of the opening thereof. The owner reserves the right to waive any informalities and to reject any or all bids. CONTRACT TIME: If awarded the Contract, the Contractor agrees to complete all work in its entirety, as described in these Contract Documents, on or before Friday, October 9, 2026 (all locations) and will not begin work until July 1, 2026. The Contractor shall provide the Town of Saint Albans with one payment request, upon completion of the project in its entirety.
