Bid Description:
The Town of Lincoln is accepting bids from qualified contractors interested in Hauling Aggregates for its Highway Department. The scope of the work is as follows: Haul as needed gravel and aggregates from Hinesburg Sand and Gravel, Pike Industries, North Middlebury Sand and Gravel, Shelburne Limestone or A.R. Rathbun, to the highway department's stockpile at 281 South Lincoln Rd, Lincoln, VT 05443. • Hauling and full delivery of the material will be coordinated with the Lincoln Highway Department Supervisor and will be conducted Monday through Thursday. • Hauling will not be permitted on weekends or on holidays unless there is an emergency. • Contractor shall be responsible for the clean-up of any fluids that may leak or spill from the truck(s) owned or operated by the contractor. • Contractor shall accept loading slips from the pit operator each day the hauling operation is conducted and shall deliver them weekly to the Highway Department Supervisor. The slips will be written in the name of the Town of Lincoln and shall contain the volume of gravel loaded onto each truck for delivery. The suppliers shall be responsible for billing the Town of Lincoln for the gravel or aggregates. • Contractor may submit statements for the hauling and delivery of gravel to the Town of Lincoln no more often than weekly and no less often than monthly. The statements shall indicate the dates of delivery, and the quantity delivered on each date. The quantities listed on the statement must be verifiable when compared against the daily slips provided by the vendors. The Town of Lincoln shall process payments from proper statements and shall issue checks to the Contractor within two weeks from the date when statements are submitted. • If the Contractor fails to deliver a quantity of gravel on an as-needed basis or the agreed-upon amended due date, the Town of Lincoln may declare that Contractor to be ineligible for future contract work for the Town of Lincoln. Basis of Bid Qualified Contractors must submit a price per hour or trip for the gravel and other aggregates that will be delivered from the supplier to the Town’s stockpile located at the Town of Lincoln highway garage. 281 South Lincoln Rd, Lincoln, VT. The price shall be all-inclusive. This contract will expire at the end of October 2026. The Town of Lincoln does not intend to supply labor, fuel, fluids, consumables, insurance or any other good or service. Insurance Requirements Qualified Contractors shall agree to provide and maintain the following types of insurance with these specified limits for the term of this contract: • Commercial General Liability Insurance, including, but not limited to, Bodily Injury, Personal Injury, Broad Form Property Damage, Completed Operations Liability and Contractual Liability with a minimum of $1,000,000 Combined Single Limit for each occurrence. The Town of Lincoln shall be named as an Additional Insured on the Commercial General Liability Policy, and a Certificate of Insurance shall be delivered to the Town of Lincoln confirming such, prior to the commencement of the contract. • Commercial Auto Liability Insurance covering all owned, hired, and non-owned vehicles with a minimum of $1,000,000 Combined Single Limit for each occurrence. The Town of Lincoln shall be named as an Additional Insured on the Commercial Auto Liability Policy, and a Certificate of Insurance shall be delivered to the Town of Lincoln confirming such, prior to the commencement of the contract. • Statutory Workers’ Compensation Insurance and Employers Liability with a minimum of $1,000,000 Limit for any one occurrence. The Contractor must show evidence of Workers’ Compensation and employers Liability Insurance Coverage prior to the commencement of the contract. * • Sole Proprietors & Owner Partners of Unincorporated Businesses who are not required by law to carry Workers’ Compensation Insurance may instead complete a non-employee work agreement with the Town of Lincoln in lieu of such policy. The Contractor shall provide the Town of Lincoln with such Certificates of Insurance, as required above, by the commencement date of the contract. All Certificates shall contain a provision stating the coverage afforded under said policies shall not be cancelled, materially changed or not renewed unless thirty (30) days prior written notice is made to the Town of Lincoln, except in the case of non-payment of premium where ten (10) days prior written notice to the Town of Lincoln will suffice.
