Bid Description:
The Town of Poultney seeks proposals from qualified consultants to develop a comprehensive Capital Improvement Plan (CIP) and Strategic Asset Management Framework.
This project will create a detailed inventory of municipal capital assets — including buildings, roads, vehicles, equipment, and public facilities — and establish replacement schedules, lifecycle cost estimates, and 5- and 10-year capital funding projections. The consultant will conduct interviews with municipal staff and board representatives, analyze historical financial records, and review infrastructure conditions. The plan will also identify roles and responsibilities for municipal asset management and address succession considerations as experienced personnel approach retirement.
The final deliverable will include a comprehensive Capital Improvement Plan, prioritized project list, funding strategy options, and presentation to municipal boards and the public.
The Town will make available existing information and records and will provide staff time to discuss current conditions and project findings.
