REQUEST FOR BIDS FOR PAVING
TOWN OF BROOKLINE
P.O. Box 403, Brookline, VT 05345
The Town of Brookline is requesting sealed bids for two (2) projects which may include cold planing, spot shimming, paving, and single lift paving.
Project(s) Description:
The first project is located on Grassy Brook Road beginning at Parker Road and ending at the bridge near the Brookline Town Office and approximately less than 1 mile long. The ending location may be adjusted based on the awarded price per ton cost as each project has a monetary limit. The project consists of cold planing beginning and ending project tapers, (a full-width shim with 1 inch and an overlay with 2 inches of pavement) or (spot shimming designated locations with 1 inch and an overlay with ¾ inches of pavement).
The second project is located on the south side of the Papoose bridge to house 432 address.
Pre-Bid Conference(s):
A Pre-Bid Conference will be held on March 11, 2026 at 10:00AM at the Brookline Town Office, 734 Grassy Brook Road, Brookline, VT. Attendance at the Pre-Bid is required to submit a bid.
Project Completion Date:
The project(s) start date is July 1, 2026. Completion date is September 30, 2026. No paving will be done after September 30, 2026 without written consent from Mark Bills, Road Foreman.
Instruction to Bidders:
All bids must be submitted on the provided bid form. The bid form must be filled out completely, signed, printed name of signature, and dated. Handwritten bid forms must be done in ink and must be legible. Corrections to handwritten bid forms must be initialed and dated. Illegible bid forms will not be accepted. If multiple bids are submitted, only the last one submitted shall be considered. Previously submitted bids shall be discarded. Bidders are to bid on each project separately in a price per ton in place format. Bids for multiple projects may be submitted on the same bid form. Bids submitted as a lump sum for the project(s) will be rejected.
All questions pertaining to this Request for Paving Bids shall be referred to Mark Bills, Road Foreman at emarkbills@gmail.com or (802) 258-1389.
Bids must be received at the Brookline Town Office located at 734 Grassy Brook Road, Brookline, VT 05345 no later than 6:00pm on March 18, 2026. Sealed bids delivered by person, overnight express, currier, or parcel post must be clearly marked “Paving Bid”.
Award of Projects:
Selection will be awarded based on criteria of: 1) least total project cost and/or least cost per ton in place, 2) best qualified to perform the work in a time frame advantageous to the Town and traveling public, 3) ability in meeting the terms of the contract and ability to provide a quality product, and 4) past performance of the bidder under previous contracts with the Town and elsewhere.

The Town reserves the right: (1) to accept or reject any and all bids in whole or in part and to accept other than the apparent lowest bid price as read; (2) to amend, modify, or withdraw this Request for Bids; (3) to cancel any and/or all projects prior to the start of construction without prior notification; (4) to request submittal of supplemental documents or information from any and all bidders; (5) to accept or reject a bidder’s request to hold a special pre-bid conference at a time and/or date other than that specified in the Pre-Bid Conference Section of this document based on special conditions and/or mitigating circumstances.
