Contractors are invited to bid on the Hebard Fire Alarm System Replacement for Department of Buildings and General
Services at 100 Main Street in Newport, Vermont.
This project consists of, but is not limited to:
Replacement of the existing fire alarm system for the Emory Hebard State Office Building in its entirety, to occur
parallel to the existing system. Please refer to the drawings and specifications for detailed information. The
replacement will include the following components:
Replace the existing FCI fire alarm and NAC panels with a new Mircom FX2000 and INX-10A
Replacement of all smoke detectors to photoelectric type.
Replacement of sync modules.
Replacement of horn/strobes and pull stations
Replacement and relocation of existing duct detectors
Modifications to existing devices to meet code, for instance moving smoke detectors further from diffusers
Existing corridor egress doors are currently not tied to the FAS. The fire protection consultant has suggested
that a relay be provided for each of the following doors for future integration: Ground: D0001, D0004, First:
D1002, D1003, D1004, D1005, D1008, D1014, Second: D2001, D2004, D2005, D2010, D2017
Replacement of garage CO sensors with the ability to also be tied to the FAS, which are currently controlled
by the building DDC.
Add an address and wiring to a new/missing sprinkler flow switch for the stairwell wet standpipe added in
the basement boiler room after the tee of the main sprinkler riser.

fee, plus applicable taxes and shipping costs for each set of documents purchased.
QUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of this RFP or
wishing to comment or take exception to any requirements of the RFP must submit specific questions in writing
to BGS.OPCVendorDocs@vermont.gov no later than 4:30 PM on March 18, 2026. All questions should
include Hebard Fire Alarm System Replacement Project in the subject line. Any comments, questions, or
exceptions not raised in writing on or before the last day of the question period are waived. At the close of the
question period a copy of all questions or comments and the State's responses will be posted at
http://www.blueprintsetc.com. Every effort will be made to post this information as soon as possible after the
question period ends, contingent on the number and complexity of the questions.
ELECTRONIC BIDS ONLY:
8.2.1. All bids under this RFP must be submitted electronically in accordance with the submission
requirements herein. Electronic bids will be accepted via email submission to
BGS.VTBids@vermont.gov. The subject line of the email submission must reference the
Project Title as indicated on the front page of this RFP.
8.2.2. Bids must consist of a single email with a single, digitally searchable PDF attachment
containing all components of the bid. Multiple emails and/or multiple attachments will not be
accepted.
8.2.3. There is an attachment size limit of 40 MB. It is the Bidder’s responsibility to compress the
PDF file containing its bid if necessary in order to meet this size limitation. It is also the
Bidder's responsibility to ensure that their own email system can send and receive messages
up to this size.
