Bid Description:
The Vermont Agency of Natural Resources (ANR) is developing an Environmental Justice (EJ) Mapping Tool as mandated by Act 154 of 2022 (Vermont Environmental Justice Law), the state’s first law specifically meant to address environmental health disparities and improve the health and well-being of all Vermonters.
While a separate Geographic Information Systems (GIS) RFP is intended to procure a contractor to develop this mapping tool, this RFP seeks a contractor (or team) to design and implement a robust outreach and community engagement program. This program will ensure that community insights inform the mapping tool’s development and enhance its relevance, accuracy, and utility. Outreach and engagement must be integrated in the mapping tool development process to form a cohesive, interdisciplinary outcome. Collaboration between these two roles is essential for creating a tool that truly serves Vermont’s environmental justice goals. The GIS contractor will be ultimately responsible for building and designing the tool; however, the community engagement contractor’s work will directly inform its development.
