Bid Description:
The Village of Johnson (the Village) seeks a qualified engineering firm to prepare an Architectural and Engineering (A&E) document acceptable to FEMA standards for DR4810 project 798988. This project is to repair -- or replace with more suitable alternative -- the utility pole at the rear of the Union Bank property on the bank of the Gihon River. The utility lines provide electric power to the core of the Village of Johnson, including critical facilities such as the wastewater treatment plant, municipal office, fire station,and municipal utility garages. (See Attachment A: Project Area and Photos) During the July 2024 flood, the Gihon River encroached on the pole, eroded the riverbank, and unearthed one of the four guidewires. Further erosion of the bank and/or dislodging of the remaining guidewires would have catastrophic impacts on the Village of Johnson. The selected firm will also identify all local, state, and federal permitting requirements (including stream alternation and floodplain permitting), and assist the village with securing such permits. The primary alternative identified by the Village is to rebuild and the section of bank that is threatening the utility pole (that cannot move locations except short distances laterally). The Village will also consider alternatives such as driving piles to bedrock and affixing a steel pole in place Minor relocations of the utility pole may be considered, however, the pole can only move short distances laterally due to the current span of wire between poles.
