Bid Description:
The Vermont Fish & Wildlife Department (VFWD) is seeking to establish umbrella contracts with one or more companies that can provide Earthwork Services for Wetland Restoration Projects. These projects are part of the wetland conservation and restoration initiative with the Lake Champlain Basin Program, and funding through U.S. Environmental Protection Agency (EPA). To date, VFWD has worked with a Wetland Restoration Plan Contractor to design and permit wetland restoration projects to be carried out by the eventual Earthwork Services Umbrella Contractor(s). Types of work anticipated under the Umbrella Contract(s) include: plugging and backfilling of drainage ditches, removal of sediment and fill material, culvert removal, tile drain blocking, creation of shallow depressions/scrapes and other general earthwork, planting of bare-root plants, planting container trees/shrubs, seeding and mulching, and woody material additions. As projects arise, the VFWD will send a Scope of Work (SOW)-Request For Quote (RFQ) to Umbrella Contractor(s) to provide their quote for the specific work described in the wetland restoration plan. Umbrella Contractor(s) may elect to not submit a price for a specific SOW-RFQ with justification. Contracts arising from this RFP will be for a period of up to 5 years, with an initial term of 3-years and an option to renew for up to one additional 2-year period. The State anticipates the start date for such contract(s) will be August 18, 2025.
