Berlin Gateway Avenue Construction, Berlin Vermont Request for Proposals for Quality Assurance/Quality Control June 4, 2025 Project Overview Today the Town of Berlin issued a companion RFP for construction services to reconfigure and reconstruct Gateway Avenue (Berlin Mall Road). This includes roadway, utilities and stormwater. This reconstruction will take place between the entrance at VT Rt 62 to the current existing Walmart Parking lot. The road will be widened to meet the Town of Berlin standards for on-street parking, including curbing, sidewalks, green belts, street trees and street lighting. Utility infrastructure including a new gravel stormwater treatment wetland and municipal water and sewer facilities are also included in the scope. It is the Owner’s intent for construction to occur between mid-July through the end of November 2025. Through this RFP, The Town of Berlin is seeking proposals for a Construction Management Services contractor to perform Quality Assurance/Quality Control during the construction phase. Project Team The Construction Manager (CM) will become a member of the project team including: Project Partners: Town of Berlin & Berlin Mall LLC Design Engineers: O’Leary-Burke Civil Associates Proposals will be evaluated based on related experience, references, bonding capacity (or letter of credit), proposed management team, organization and approach to construction management, schedule, general conditions and preconstruction costs, hourly rates for labor, fees and mark-up. CM Selection Schedule RFP Available June 4, 2025 Proposals Due June 25, 2025 at 3:30 pm. Applicant Interviews June 30, 2025 Anticipated Selection and Notification on or after July 7, 2025 Scope of Work The Construction Manager will provide on site supervision through project completion. Construction Inspection: Perform competent and adequate inspection necessary for adherence to contract documents during the performance of the work. A proper inspection will identify non-compliance or deviations by the contractor from the contract documents, and work not in compliance with the applicable codes and regulations, or referenced standards Total Construction Commissioning: Participate as necessary throughout the life of the project to assure that all construction elements and systems work individually and together as intended and required. This includes Water, Wastewater, Stormwater, and Road standards, to meet the New Town Center standards. Contractor General Services and Requirements 1. All work must be in accordance with federal, state and local requirements and regulations. 2. The Construction Manager will comply with all other Federal requirements related to equal opportunity, lobbying and debarment. 3. The selected Construction Manager will be required to provide the following insurance coverage: • Commercial General and Automobile Liability with limits of $1,000,000/occurrence and $2,000,000/aggregate • Worker’s Compensation at statutory limits • Employer’s Liability with limits of $1,000,000/accident, $1,000,000/employee, and $1,000,000 policy limit Submission Requirements 1. Provide experience and a minimum of three references from projects of similar size and type in the last five years. Include specific projects where the CM played a major role in the QA/QC process. B. Provide your proposed construction management team such as company principles, project manager, project engineer, estimator, superintendent, support staff, etc. Provide relevant resumes with related project experience. The proposed team must be available if your firm is selected to interview on or after Monday June 30, 2025. 3. Fees A. Confirm the total costs of Construction Management services. B. Confirm your ability to bond the final contract values and your firm’s bonding rate. Provide a letter confirming your bonding capability from your bonding company. C. Confirm the overhead and profit percentage to be applied to additive and deductive change orders. Confirm any additional fees, costs or mark-ups that would be applicable to change orders. Provide a sample change order from a similar project. D. Provide a list of hourly rates, including small tools, travel & vehicle expense for the following: Project Managers, Project Engineers, Superintendent, Foreman, Carpenters, Laborers, clerical and any other staff that may be involved in the project. 4. Company and Approach to Construction Management A. Describe your roles during construction and the value your team would add to the process. B. Describe your firm’s Quality Assurance Program. C. Describe your firm’s approach to on-site safety. D. Describe your approach to maintaining accurate as-built drawings and the preparation of O&M Manuals.
