Bid Description:
The Vermont Department for Children and Families’ (DCF) mission is to foster the healthy development, safety, well-being, and self-sufficiency of Vermonters. The Department is structured around six Divisions that deliver programs and services to Vermonters; one of those Divisions is the Child Development Division (CDD). CDD’s goal is to increase access to high-quality, sustainable services that are developmentally beneficial for children, strengthen families, and meet their needs, in partnership with families, communities, schools, providers and state and federal agencies. Regulated child care and after school employers are experiencing unprecedented staffing concerns due to the COVID-19 pandemic and related "Great Resignation." These employers are experiencing exceptionally high staff vacancy and turnover rates while also facing increasing pressure to revert back to pre-COVID operating schedules to support parents and caregivers who are returning to more in-person work. The Child Care Workforce Retention Bonus Grant Program (also called the “Program”) provides retention incentive payments to eligible child care and after school provider staff to help encourage child care programs to remain open and support ongoing employment in the child care and after school care workforce. DCF is seeking to establish grant agreements with businesses and/or organizations who both have at least one eligible employee who provides in-person teaching services to children and operate one or more of the following: o Registered Family Child Care Home (FCCH). o Licensed Family Child Care Home (FCCH). o Center Based Child Care and Preschool Program (CBCCPP). o Afterschool Child Care Program (ASP). Selected entities will be expected to distribute retention incentive payments to eligible employees (defined in the RFGA) in alignment with a workforce retention plan for each entity.
