Bid Description:
Vermont was struck by a series of floods in 2023, with the largest being floods in July 2023 (DR-4720). To plan for avoiding future flood damages in select communities hit hard by these floods the Two Rivers-Ottauquechee Regional Commission (TRORC) has been contracted by Vermont Emergency Management (VEM) to procure engineering services to help obtain data to prioritize, select, and develop complete HMGP applications to the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP). Development of these HMGP applications is known as the Resilience Initiative For Vermont Empowerment and Recovery (RIVER) project. TRORC is issuing this Request for Proposals (RFP) and seeks to select at least two qualified engineering firms or teams of firms (hereinafter referred to as consultant, team/firm or engineering contractor) to provide technical work in identifying, selecting, and developing project scopes (designs, cost estimates, and benefit cost analyses) to the HMGP program through VEM. Minor portions of the work may also focus on non-FEMA fundable projects. Proposals are due no later than 4:00 pm EST on April 3, 2024.
