Bid Description:
The Winooski Housing Authority (WHA) will receive Proposals to provide a variety of Property Maintenance proposals for the spring of 2024 – 2026. Bids will be accepted for any or all of the services described below. Winooski Housing is under no obligation to accept any of the bids or to request bids on partial sections.
Services are in two categories:
• Routine Maintenance to be performed on an agreed upon schedule:
o Lawn Mowing
o Weeding Flower Beds
o Snow Removal – Parking Lots, Driveways, Salting/Sanding, Side Walks, and Snow Hauling if needed
o Annual Flower Bed Maintenance (weeding and mulching, with some planting)
• Specialty Services as Needed:
o Painting
o Carpentry
o Wall / Ceiling Repair
o Seasonal Carpet Cleaning in Common Areas
o Specialty Cleaning (including potentially hazardous environments)
Bids should be submitted separately for the following categories:
• All Routine Maintenance (listed above) for The Courtyard
• All Routine Maintenance (listed above) for Senior Properties (Senior Tower, Spring Garden, The Terraces)
• Mowing and Snow Removal for Elm and Franklin Street
• Snow Removal for Main Street.
• Hourly Rate for Specialty Services (This does not need to be broken out by property. Please include expected response times.)

Timing of the Bid Process is as follows:
•Walkthrough – November 20, 2023 10:00 am
•Questions Due – November 22, 2023 at Noon
NOTE: Questions will be collected and responses emailed to all interested bidders within two business days.
•Bids Due: November 29, 2023 by 2:00 pm. Electronic bids are accepted and preferred. Proposals received after the deadline will not be considered.
•Decision Due by close of business December 11, 2023
•Final Negotiation and Contracts will follow.
Bid Submittal should include:
•Form Included
•Category of Bid with outline of services.
•Projected Annual cost or Hourly rate. If submitting annually, please indicate terms
•Hourly rate for Painting, Carpentry, Wall/Ceiling Repair, Carpet Cleaning, Hazardous Mitigation
•List of other Available Services
•Staffing Available
•Three References
