Bid Description:
The Vermont Agency of Natural Resources (‘the Agency’) is requesting formal written proposals and qualifications from consultants to provide technical support services to the Agency to develop a tool to measure and assess indicators of progress related to reducing GHG emissions and increasing resilience and adaptation to a changing climate in Vermont, as well as the implementation of actions in the CAP. This RFP covers the first phase of this project related to determining which metrics and indicators to track, the formation of a data governance team, determining data sources and availability and how to fill any data gaps for the chosen metrics. Additional detail can be found in the specific Tasks below. Phase 2 of this project, which will be a separate and subsequent RFP, will encompass the actual creation of the Tool itself to incorporate all of the data and information on metrics and indicators identified in phase 1, some of the specifics of which can be found in this RFP, but which will be further defined in a separate RFP for phase 2 of the project. It is important that the work carried out in this RFP be completed in a way and in a framework with the end goal of final Tool development in phase 2 in mind.
