Bid Description:
The Vermont Department for Children and Families’ (DCF) mission is to foster the healthy development, safety, well-being, and self-sufficiency of Vermonters. The Department is structured around six Divisions that deliver programs and services to Vermonters; one of those Divisions is the Family Services Division (“FSD”). FSD’s vision is that Vermont’s children and youth live free from abuse, neglect, and delinquency – in resilient families that are supported and valued by their communities. FSD’s mission is to engage families, foster and kin caregivers, partner agencies, and the community to increase safety and law abidance for Vermont children and youth. As part of this work, FSD secures specialized foster care placements for youth that are specific to their needs on both an emergency and non-emergency basis. Specialized foster care is a foster care placement for children and/or youth with acute and/or unique needs including but not limited to mental health, medical, behavioral, and/or safety needs that require a higher level of care than can be offered through standard family foster care. For the purposes of this agreement, child(ren) is defined as a person under thirteen (13) years of age, and a youth is defined as a person between thirteen (13) and eighteen (18) years of age. FSD is seeking to enter into a contract or contracts with one or more vendors who are able to obtain licensure or are currently licensed as a Child Placing Agency (CPA) as defined at https://outside.vermont.gov/dept/DCF/Shared%20Documents/FSD/Publications/CPA-Regs.pdf. to establish a statewide specialized foster care system to recruit, vet, and support foster families and youth/children through a trauma informed, child focused, and holistic approach. These services include the recruitment and screening of potential foster homes equipped to support children in the custody of the State that have highly specialized needs requiring an intensive therapeutic response as well as providing crisis response, training, assistance with licensure to become a foster parent, and other supports as needed by foster families. The approximate estimate of youth/children to be served on an annual basis is up to 40. Please note, this is an estimate only for informational purposes and not a guaranteed number of households.
