MOUNT ABRAHAM UNIFIED SCHOOL DISTRICT
IN unison and cooperation, the school districts of Addison County, Vermont, known herein and henceforth as the Addison County Consortium (ACC), hereby invite the submission of sealed Bids from reputable and qualified school bus transportation companies for furnishing student transportation services in the Addison Central, Addison Northwest, and Mount Abraham districts for a five-year (July 1, 2023 to June 30, 2028) period.
Special Instructions: 1. Carefully inspect all general and special provisions of this bid document.
2. The Carrier will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations.
3. Provide all information as requested and complete the “Bid Certification” and “Form
of the Bid” . Be sure to sign in required lines and initial wherever indicated. The ACC
reserves the right to reject any bid which does not contain pricing on all elements of
the requested program.
4. Submit an original copy of the entire bid package to each of the three represented
Districts. All materials submitted to ACC become the property of the ACC and will not
be returned. No additional distributions of the bid shall be made by the bidder other
than to the three Districts in the Consortium.
5. Each Bid should be organized in a binder or equivalent format and must adhere to the
structural outline as follows:
a. Completed, signed, and initialed Bid specifications and addendums.
b. Background Information: resumes, organizational chart, references, company profile, ownership information, loss run data (if requested).
c. Facility: proposed locations, features, maps, descriptions.
d. Financial: lawsuits, judgements, liens, bankruptcies, bond denials.
e. Fleet: list (appendix B) or dealer certifications, maintenance program
description and forms, GPS info, camera info, vehicle features.
f. Forms: Financial Information Compliance Form, Hold Harmless Agreement,
Non-Collusion Bid Certification, Acknowledgement by Bidder, Bidder
Information.
g. Insurance and Bonding: Forms, letters, binders, certifications, ratings.
h. Personnel and Safety: description of driver safety programs, training information, customer service programs, recruitment process.
i. Cost: Form of Bid for the Contract
j. Miscellaneous: Additional capabilities or value-added services. Electronic submissions via email should be organized as noted above, saved as a PDF and submitted as an email attachment.
6. Bids will remain firm for a period of 60 days from the date of opening and shall thereafter remain firm unless the Bidder provides written notice to the ACC business offices that the Bid has been withdrawn.
7. Bidder must furnish, at its own expense and with the bond submission, a Bid Bond or
certified check payable to each district in the amount of 10% of the first year calculated gross annual contract amount for the five-year period. The surety company issuing the bond must be rated as an “A” carrier in the current edition of A.M. Best’s Insurance Guide. Bidders must also provide proof of the ability to provide the required
Performance Bond equal to 100% of the annual operating Contracts. Cash in lieu of Performance Bond will not be accepted.
8. A Pre-Bid Webinar will be held on Friday February 17, 2023 at 10:00am for interested
parties to ask questions regarding the process. Interested parties should reach out to
the ACC business managers via email to register. If you wish to attend virtually, please
indicate this in your registration email and a link will be sent to you.
9. All additional questions regarding bidding on the Contract should be directed via email
to the ACC Business Managers:

10. All pre-bid questions and communications should be addressed to all three Districts
and, in the event that questions or communications are not inclusive of all Districts, it should be assumed that they will be circulated and shared internally for the purposes of cooperation and consistency.
11. Bids will be received until April 3, 2023 at 1:00 pm.
12. Bidders are encouraged to thoroughly check all submissions for accuracy and completion. It is the Bidder’s responsibility to ensure that all requested information is supplied. Late submissions, or those that are missing required information, will not be accepted.
