Bid Description:
OVERVIEW: This RFP is specific to the system of care related to children experiencing mental health challenges and the supports needed for their families. More than 30 years after Governor Madeleine Kunin signed Act 264 into law, Vermont has made much progress in helping families. Most notably, we have a functional interagency system of care, we have expanded the covered population from one disability in mental health to all 16 disabilities under special education law, and we value parents as partners. RFP OBJECTIVE: The children, youth, and family system of care in Vermont values youth and family voice at all levels; however, the system lacks structured peer support services for youth, parents, and guardians in line with the level of need. The purpose of the RFP is to seek one or more entities who will fulfill two scopes of work: 1) Provide parental peer supports to family members of children and youth who meet criteria for Severe Emotional Disturbance (SED) for a period of no less than one year. 2) Conduct an analysis of peer support services in Vermont’s system of care for children, youth, and families and produce a report with recommended solutions and action plan.
