Bid Description:
Contractors are invited to bid on the BGS-ELS-SERF016-Lighting Retrofit-133 State St-202103 Project for Department of Buildings and General Services at 133 State Street in Montpelier, Vermont. This project consists of, but is not limited to: 133 State Street is a state government office building located in downtown Montpelier, Vermont and is home to the VT Department of Taxes and the Agency of Digital Services (ADS). The facility is five stories (plus basement and mechanical penthouse) and comprises approximately 103,000 square feet. The primary functional space types in the building include private offices, open office areas, conference rooms, and storage. The building occupancy follows a typical office schedule, Monday to Friday from 7:30 a.m. to 5:00 p.m., although there can be increased usage during tax season. There are typically 200-250 building occupants, and the building is also open to the public weekdays from 7:45 a.m. 4:30 p.m. An energy audit was performed in 2019 and among other measures, a lighting retrofit was determined to be of benefit to reducing the building's energy consumption. Currently, lighting in office areas consists primarily of suspended linear indirect T8 fixtures with “Super” T8 (28-watt) lamps and high efficiency electronic ballasts. Basement areas have 3-lamp linear fluorescent 2’x4’ recessed troffers. Corridors have T8 cove lighting and compact fluorescent (CFL) pendants. There are a couple of office areas that have been retrofitted with 2’x2’ recessed LED fixtures, although most spaces still have the original fixtures from the 2007 renovation. Fixtures in most areas are controlled through ceiling or wall-mounted occupancy sensors. This project will replace most of the existing lights and in some cases the fixtures as well, with more energy efficient LED replacements. Daylight and Occupancy sensors will be added to many of the lights. Sealed Bids accompanied by proper Bid Security will be received by the Department of Buildings and General Services, at 109 State Street, Montpelier, Vermont 05609-3001, until August 24, 2021, at 4:30 PM. Please be advised that all notifications, releases, and addendums associated with this RFP will be posted on-line in the plan room where the original solicitation resides unless otherwise determined that a hard copy is necessary. The state will make no attempt to contact contractors with updated information. It is the responsibility of each contractor to periodically check the posting site for any and all notifications, releases and addendums associated with the RFP. If applicable and as determined by the Department of Buildings and General Services, addendums that require hard copy distribution, a copy of such addenda will be mailed or delivered for each set of plans and specifications issued to the bidders, prior to the bid date. However, it is the responsibility of the bidder to be sure they have received all addenda and must so state the number of addenda they have received on the proposal. 3. If Bidders choose to pull information from other third-party sites, Bidders’ do so at their own risk as there is one official source of information for documents as indicated above. There will be a non-mandatory pre-bid meeting at the site at 9:00 AM on August 5, 2021. Meet near the building entrance on the north side of 133 State Street. Parking is available on State Street. QUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of this RFP or wishing to comment or take exception to any requirements of the RFP must submit specific questions in writing to BGS.OPCVendorDocs@vermont.gov no later than 4:30 PM on August 11, 2021 All questions should include BGS-ELS-SERF016-Lighting Retrofit-133 State St-202103 Project in the subject line. Any comments, questions, or exceptions not raised in writing on or before the last day of the question period are waived. At the close of the question period a copy of all questions or comments and the State's responses will be posted at http://www.blueprintsetc.com. Every effort will be made to post this information as soon as possible after the question period ends, contingent on the number and complexity of the questions. Bidder’s attention is directed to: 1. General Conditions for Construction Contracts. It is the Bidder’s responsibility to thoroughly read and comply with all requirements. Please pay close attention due to changes that have been made. 2. Funding Source: This project is being funded, in whole or in part, through the state’s capital construction act(s) and shall require compliance with the Vermont Prevailing Wage and Fringe Benefit Rate requirements (reference Instructions to Bidders, Prevailing Wage Rate Requirements). A complete list of occupations and associated wage rates are available on the internet at: http://www.vtlmi.info/lmipub.htm . 3. On this project, the State has some flexibility on the project completion dates as listed on the Bid Proposal Form. Preference will be given to completion dates as close to above listed project dates as possible. Please identify proposed changes to project completion dates, on page two (2) of the Bid Proposal Form. 4. BID SUBMISSION INSTRUCTIONS: a. CLOSING DATE: Bids must be received by the State by the due date specified on the front page of this RFP. Late bids will not be considered. Revision Date: July 1, 2021 Page | 3 i. The State may, for cause, issue an addendum to change the date and/or time when bids are due. If a change is made, the State will inform all bidders by posting at the webpage indicated on the front page of this RFP. ii. There will not be a public bid opening. However, the State will record the name, city and state for any and all bids received by the due date. b. STATE SECURITY PROCEDURES: Please be advised extra time will be needed when visiting and/or delivering information to State of Vermont offices. All individuals visiting State offices must present a valid government issued photo ID when entering the facility. i. During the pendency of the State emergency relating to Covid-19, State office buildings may be locked or otherwise closed to the public. If this RFP permits hand delivery of bids, delivery instructions will be posted at the entrance to the State facility. Any delay caused by State Security Procedures will be at the bidder’s own risk. c. BID DELIVERY INSTRUCTIONS: i. ELECTRONIC: Electronic bids will be accepted. ii. E-MAIL BIDS. Emailed bids will be accepted. Bids will be accepted via email submission to BGS.VTBids@vermont.gov . Bids must consist of a single email with a single, digitally searchable PDF attachment containing all components of the bid. Multiple emails and/or multiple attachments will not be accepted. There is an attachment size limit of 40 MB. It is the Bidder’s responsibility to compress the PDF file containing its bid if necessary in order to meet this size limitation. iii. FAX BIDS: Faxed bids will not be accepted. d. U.S. MAIL OR EXPRESS DELIVERY OR HAND DELIVERY: i. All paper format bids must be addressed to the State of Vermont, Office of Purchasing & Contracting, 109 State Street – Third Floor, Montpelier, VT 05609-3001. Due to security procedures express deliveries must be received by 10:30 AM in order to be received by the Office of Purchasing & Contracting that same day. iii. HAND DELIVERY: Hand carried bids shall be delivered to a representative of the Office of Purchasing & Contracting prior to the bid opening. A Security Officer is at 109 until 4:30pm which is the normal hours. We can let your bidders in. If a door is locked and the Security Officer is not there, please ask them to call the 24/7 duty phone, (802) 828-0777, and someone will address the issue. 5. Full Bonding is required for this job. 6. CONSTRUCTION CONTRACTOR EVALUATION FORM: The Department of Buildings and General Services (BGS) may require contractor evaluations on construction projects over $100,000 or at the discretion of the BGS Director. Evaluations will be used to compile contractor’s performance on BGS projects to provide a history and assessment of the contractor’s performance. 7.
