Bid Description:
The City of Burlington is requesting Statements of Qualifications (SOQ)s from engineering firms (Consultants) for engineering services for a network of multimodal transportation infrastructure improvements connecting Pine Street and Battery Street in the City of Burlington. The Municipality is seeking a Consultant with strong expertise in design, planning, and Local/State/Federal permitting as related to transportation, rail road, environmental, stormwater, utility, public outreach, geotechnical, and structural. The Consultant will need to coordinate/incorporate lighting design done by others (Burlington Electric Department) in the overall project design. The purpose of the Railyard Enterprise Project is to support economic development, improve livability of the surrounding neighborhoods, enhance multimodal travel connectivity in the Burlington Waterfront South area, and improve intermodal connections to the Burlington Railyard, a National Highway System (NHS)-designated intermodal facility. The project encompasses a network of multimodal transportation infrastructure improvements connecting Pine Street and Battery Street in the City of Burlington. The City of Burlington, in partnership with the Chittenden County Regional Planning Commission (CCRPC), and in close cooperation with the Vermont Agency of Transportation (VTrans) and Federal Highway Administration (FHWA) completed an enhanced scoping process under FHWA’s Every Day Counts/Planning and Environmental Linkages (EDC/PEL) initiative as well as a Phase II supplemental scoping effort for this project. The final reports can be found here: https://www.ccrpcvt.org/our-work/transportation/current-projects/scoping/railyard-enterprise-project/ . It is the City’s intent to advance Alternatives 1B, 2 and 5B into the National Environmental Policy Act process. Following this process, the Selected Alternative will be advanced to permitting, right-of-way, final design and construction.

Special Instructions:
The procurement process for selection of the Consultant will be a Qualifications Based Selection (QBS). We are not seeking a detailed scope of work or cost proposal at this time. The successful Consultant will be selected based upon their demonstrated ability to provide the highest qualified team to achieve the goals of the project through their SOQ and possible interview with the selection committee. The project is managed locally by the City of Burlington Department of Public Works, Technical Services Division as the Municipal Project Manager. The owner of the project is the City and the ultimate authority for the design engineering consultant during the project rests with the City of Burlington City Council, through its Municipal Project Manager. SOQ’s must be received by the City of Burlington no later than 5:00 p.m. on Thursday August 19, 2021. SOQ’s received after the deadline will not be accepted. All questions related to this Request for Qualifications shall be addressed, in writing via email, to the Municipal Project Manager Corey Mims, City of Burlington Senior Public Works Engineer at cmims@burlingtonvt.gov no later than 5 business days prior to the submittal due date. Consultants who are interested in this RFQ should email the MPM, Corey Mims.
