Bid Description:
The Vermont Department for Children and Families’ (DCF) mission is to foster healthy development, safety, well-being, and self-sufficiency of Vermonters. The Department is structured around six Divisions that deliver programs and services to Vermonters; one of those Divisions is the Economic Services Division (“ESD”). ESD administers several benefits programs that help Vermonters meet their basic needs, including the Federal Supplemental Nutrition Assistance Program (SNAP), known locally in Vermont as the 3SquaresVT (3SVT) program. The 3SVT program is intended to assist and supplement food budgets for Vermonters who have low-incomes and are experiencing food insecurity. As part of the administration of the 3SVT program, ESD Eligibility Staff are responsible for determining applicants’ initial and, if applicable, ongoing eligibility for the program, which involves the review of applications with supporting documentation as applicable, conducting interviews with applicants, entering data from each application and interview accurately into our State’s ACCESS system, and being knowledgeable in both State and SNAP policies regarding eligibility both at the time of application as well as during reviews and when changes are reported by program participants. Additionally, ESD Quality Control Staff are responsible for reviewing 3SVT cases for accuracy, including conducting interviews with active 3SVT households and requesting and reviewing verification documentation as needed. This work requires ESD Staff to be knowledgeable of and correctly apply the appropriate State and SNAP policies, which have varying levels of complexity, to each benefit application and applicant. ESD is seeking to enter into a contract or contracts with one or more Contractors that is well-versed and skilled in training and facilitation to develop and deliver statewide training(s) and information on complicated SNAP policies related to benefit administration, service delivery, and customer service delivery to ESD staff, including the development of training materials in written and electronic formats. It is anticipated that the training development process will involve in-depth planning and consultation with ESD Central Office Teams to ensure that all identified topics are included in the training and the method of delivery is in a manner that is both supportive and fun for the ESD staff.
