Bid Description:
Sealed Bids for the construction of the Hickok Street Sewer, Stormwater and Roadway Improvements, Contract No. 1 will be received electronically by the City of Winooski at all of the following addresses

until 1:00 PM local time on Monday, June 1st, 2020, at which time the Bids received will be read and tabulated. Bidders are highly encouraged to submit their bids earlier than the listed deadline to prevent issues with the submission process. Bids received electronically past the 1:00 P.M. deadline will be considered late and thus will not be included in the bid tabulation. Bidders are required to reach out to confirm receipt after submitting their bid.
The project generally consists of rehabilitation of the sewer and stormwater infrastructure, new sidewalk and concrete curbing, total roadway reconstruction from Pine to Elm Streets, and roadway surface cold plane and overlay. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.
The pre-bid conference is scheduled for 10:00 A.M., Thursday, May 14th, 2020 will be held via conference call using Microsoft Teams in lieu of a physical meeting. Potential bidders are encouraged to familiarize themselves with the software prior to the date and time to ensure technical difficulties will be limited. The Issuing Office for the Bidding Documents is: Blueprints, Etc, 20 Farrell Street, South Burlington, VT 05403, (802) 656-4503. Please note that Blueprints is only receiving orders via phone at (802) 865-4503 or email at orders@blueprintsetc.com. Curbside pickup only. Prospective Bidders may obtain the Bidding Documents at a cost of $150.00 per set, plus shipping. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via Bidder’s choice of available delivery methods. Alternatively, Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $130.00, plus shipping. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

This project is funded in part through the Vermont Clean Water and Drinking Water State Revolving Fund. Consequently, the following provisions apply to this WORK (more detail for each of these provisions can be found in Instruction to Bidders):
1. Bid security in accordance with the Instructions to Bidders
2. Disadvantaged Business Enterprise (DBE) requirements
3. Performance BOND and Payment BOND each in the amount of 100% of the contract price
4. ‘AIS” (American Iron and Steel) provisions of P.L. 113-76, Consolidated Appropriations Act
5. Federal Wage Rates as determines under the Davis-Bacon Act
