Bid Description:
The Vermont Public Utility Commission (“Commission) is seeking a Standard Offer Facilitator to manage the Standard Offer Program established under 30 V.S.A. § 8005a. The Commission is also seeking Purchasing Agent to manage a limited number of legacy power purchase contracts made pursuant to the Public Utilities Regulatory Policies Act. The enclosed Request for Proposals (“RFP”) solicits responses from parties interested in providing the services of Standard Offer Facilitator and Purchasing Agent. Because of the similarities between the responsibilities of these positions, and to increase the efficiency of the Commission’s contract management process, the Commission is interested in having one provider that can perform both functions.

Special Instructions:
The Vermont Public Utility Commission will reply to any emailed or written vendor questions. Responses will be made available on the Commission’s website. All responses and other information disclosed in connection with this RFP become the property of the State and, once the resulting Contract is finalized, may be subject to disclosure under the State’s Access to Public Records Law, 1 V.S.A. § 315 et seq. Bidders must identify any material included in their response that is considered by the bidder to be proprietary or otherwise exempt from public disclosure in the event of a Public Records request, pursuant to 1 V.S.A. § 317(c). The bidder’s response must include a written explanation for each marked section that would support a reasonable claim of exemption. Additionally, bidders must include a redacted copy of its response. Redactions must be limited so that the reviewer may understand the nature of the information being withheld. It is typically inappropriate to redact entire pages, or to redact the titles/captions of tables and figures. Under no circumstances can the entire response or price information be marked confidential.
