Bid Description:
To construct and install informational panels regarding the town of Mendon on property adjacent to the Mendon Town Office CONTACT PERSON: Sara Tully, Mendon Town Administrator 802-775-1662 mendonadmin@comcast.net KEY DATE: Submission of proposals due: Monday, May 18, 2020, noon Please submit proposals on the Bid Proposal Form electronically to Sara Tully, Mendon Town Administrator at mendonadmin@comcast.net. Bids received after that time will not be accepted. The bids will be recorded on a summary sheet and distributed via email to those that submitted a proposal as well as posted on the Mendon website at www.mendonvt.org. BACKGROUND: Mendon’s original Town Hall, built in 1888, was demolished in the summer of 2019 due to its poor condition. To commemorate its history, the town of Mendon, with support from the Mendon Historical Society, proposes to construct and install a series of three connected panels on the site where the former building stood. To be called the Town Hall Park, it will be a place where residents and visitors alike will learn about Mendon’s history and what Mendon offers focusing on its history, its recreational opportunities, geology, and topography. THE PROJECT: Three sign panels placed with one panel in the center and one smaller one on each side connected at angles to the center panel will be constructed. The panels will be installed on the site where the original Town Hall stood across the driveway of the existing Mendon Town Office. 1. The center panel, measuring 4 by 8 feet horizontally, will be imprinted with pictures and copy with two headings “History” and “Recreation.” 2. The panel on the left, measuring 4 by 6 feet horizontally, will be imprinted with pictures and copy with two headings “General Edward Hastings Ripley” and “Mendon’s Old Town Hall.” 3. The panel on the right, measuring 4 x 6 feet horizontally, will be imprinted with pictures and copy with two headings “Geology and Topography” and “Tropical Storm Irene.” 4. Above the center panel there will be built a peaked structure using 3mm (1/8-inch) Dibond with a barn red faux clapboard vinyl covering. Attached to this peak structure will be a painted wooden sign in our possession. The sign recognizes the original building which stood in the same place and cites the “Mendon Town Hall, 1888.” The three panels will be constructed of 3mm (1/8-inch) Dibond. On the printed sides, they will be covered with a layer of 1/8 inch plexiglass for protection. The entire structure will be framed in pressure treated wood and installed on site. Center panel, Left side panel, Right side panel 3. Center peak 4. Structural plan for materials, measurements, and details PRE-BID MEETING ONSITE: A pre-bid meeting will be held on Monday, May 11 at 11:00 a.m. to inspect the site of the project. As the town will be adhering to Governor Scott’s orders regarding COVID19, it is requested that only one person representing each bidder attend. The wearing of masks and social distancing of six feet will be observed. Please RSVP to the Mendon Town Administrator at mendonadmin@comcast.net if you plan to attend. If a bidder cannot join this meeting he/she is welcome to drive by to view the location on the property of the Mendon Town Office. It is at the extreme right of the property and to the immediate right of the driveway. The placement of the uprights of the installation will be staked out. WORK SCHEDULE: The timing of the work is to be determined and will depend on adhering to the State of Vermont’s response to COVID19 and the extension or lifting of work orders from the State. The town is looking to accomplish the work as soon as possible and requests that it be completed by September 15, 2020. INSURANCE REQUIREMENTS: The successful bidder shall be required to have the following insurance at the time the work is to be performed: (1) Commercial General Liability insurance coverage with a policy limit of at least $1,000,000 per occurrence and $2,000,000 in aggregate; (2) Business Automobile Liability coverage with total liability limits of at least $1,000,000; and (3) Statutory Workers’ Compensation insurance. If Contractor is not required by law to carry workers’ compensation insurance, in place of proof of workers’ compensation insurance Contractor may provide a fully executed Non Employee Work Agreement specifying the particular provision of 21 V.S.A §601(14)(F) that exempts Contractor from having to carry such coverage. The Contractors policies shall name the Municipality as an additional insured.
