Bid Description:
The Vermont Department for Children and Families’ mission is to foster the healthy developments, safety, well-being and self-sufficiency of Vermonters. The Economic Services Division (hereinafter called “DCF”) administers several benefits that help Vermonters meet their basic needs. As part of this work, DCF/ESD administers the Farm to Family program, which include federally funded nutrition programs administered by the US Department of Agriculture (USDA). The Vermont Farm to Family program is made up of three unique subprograms, namely: • The Senior Farmers Market Nutrition Program (SFMNP), which serves Vermonters 60 years of age or older and who have a household income of 185% or less of the current federal poverty level; • The WIC Farmers Market Nutrition Program (FMNP), which serves low-income pregnant, breastfeeding and non-breastfeeding postpartum women, and infants and children up to 5 years of age, who are found to be at nutritional risk; and • The State Farmers Market Nutrition Program, which serves any low-income Vermonter that meets the current income guideline levels. The purpose of these programs is to provide Food Instruments to eligible low-income Vermonters to be able to purchase fresh, unprepared, locally grown fruits and vegetables from participating farmers markets and farm stands. These Food Instruments can come in a variety of formats, including, but not limited to, coupons, checks, and electronic benefit cards. DCF is issuing this Request for Information (RFI) to gather input and obtain information and cost estimates for a Food Instrument valued at a total of $30.00 and a more efficient and timely redemption process.
