Bid Description:
Separate sealed BIDS for the construction of the Bethel Water System Improvements, Contract No. 1, will be received by the Town of Bethel, VT. The base bid consists of the installation of approximately: 2,400 linear feet of 8” PVC water main; approximately 1,200 linear feet of 2” CTS PE and 4” PVC water main; installation of new buried electrical conduit and underground electrical service, including installation of equipment pads and electrical equipment, and appurtenant work; installation of a water level control/alarm system; installation of a sampling line and sampling station; new fire hydrants; flushing hydrants; and miscellaneous appurtenances. Bid Alternate No. 1 consists of the installation of approximately 600 linear feet of 2” CTS PE and 4” PVC water main, new services, flushing hydrants, and miscellaneous appurtenances. Bid Alternate No. 2 consists of water storage tank access improvements including new aluminum stairs, wooden walkways, and appurtenant work.
The BIDS shall be received by the Town of Bethel, Town Hall, 318 Main Street, Bethel, VT 05032, until 1:00 PM, March 19, 2020 and then at said office publicly opened and read aloud. If BIDS are forwarded by mail, the sealed envelope containing BID must be enclosed in another envelope containing the BID addressed to the Town of Bethel, Town Hall, 318 Main Street, Bethel, VT 05032. A pre-bid meeting is scheduled at the Town of Bethel, Town Hall, 318 Main Street, Bethel, VT 05032 on 10:00 AM, March 4, 2020. All prospective bidders are encouraged to attend this meeting.
Each BID must be accompanied by a certified check payable to the OWNER for five percent (5%) of the total amount of the BID. A BID bond may be used in lieu of a certified check.
Bidders are reminded that “Disadvantaged Business Enterprise” (DBE) program requirements apply to this WORK.
The CONTRACT DOCUMENTS may be examined at the following locations:

Copies of the CONTRACT DOCUMENTS may be obtained at the office of Blue Prints Etc. located at 20 Farrell Street, South Burlington, VT 05403, upon a non-refundable payment of $160.00 for each set. Alternatively, Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $50.00, plus shipping Checks shall be payable to Blue Prints Etc.
Any CONTRACT or CONTRACTS awarded under this Invitation for BIDS are expected to be funded by a grant from the U.S. Environmental Protection Agency. Neither the United States nor any of its departments, agencies or employees is or will be a part to the Invitation for BIDS or any resulting contract. This procurement will be subject to regulations contained in 40 CFR, Part 31.
A Performance BOND and a Payment BOND each in an amount equal to one hundred percent (100%) of the contract price will be required. (40 CFR §31.36(h)).
“AIS (American Iron and Steel)” provisions of P.L. 113-76, Consolidated Appropriations Act of 2014, and all subsequent revisions and/or amendments including but not limited to the Water Resources Reform and Development Act (Clean Water Act §608), P.L. 113-25, Consolidated and Further Continuing Appropriations Act 2015, and P.L. 114-113, Consolidated Appropriations Act 2016 APPLY to this Contract. Bidders should refer to the Information for Bidders and the Supplemental General Conditions for these specific requirements.
Federal Wage Rates under the Davis-Bacon Act (40 CFR §31.36(i)(5)) DO APPLY to this contract. Bidders should refer to the Information for Bidders and the Supplemental General Conditions for these specific requirements. “AIS (American Iron and Steel)” provisions DO APPLY.
Current DBE Fair Share Objective/Goal:
The United States Environmental Protection Agency (EPA) Region 1 and State of Vermont Department of Environmental Conservation (VTDEC) have negotiated and agreed that the blend fair share objectives/goal for construction, services, equipment, and supplies would be 1.18% Minority Business Enterprises (MBE) and 3.66% Woman Business Enterprises (WBE).
Bidders must demonstrate an Affirmative Procurement Procedure for obtaining DBE participation.
