Bid Description:
Separate sealed BIDS for the construction of the Lyndonville Vail Drive Transmission Main Replacement, Contract No. 1, will be received by the Village of Lyndonville, VT. The base bid consists of the installation of approximately 4,700 linear feet of 8” ductile iron waterline and 3,000 feet of 10” ductile iron water main, including new services, new fire hydrants, a new insertion valve, new tapping sleeves and valves, a new air release manhole, and appurtenant work. The bid alternate consists of improvements to the Vail Hill Booster Pump Station, including new pumps, pressure reducing/sustaining valves, check valves, piping, meters, bleeder valves, motor controls, and electrical and appurtenant work. The BIDS shall be received by the Village of Lyndonville, 119 Park Avenue, Lyndonville, VT 05851, until 1:00 PM, March 17, 2020 and then at said office publicly opened and read aloud. If BIDS are forwarded by mail, the sealed envelope containing BID must be enclosed in another envelope containing the BID addressed to the Village of Lyndonville, 119 Park Avenue, Lyndonville, VT 05851. A pre-bid meeting is scheduled at the Village of Lyndonville, 119 Park Avenue, Lyndonville, VT 05851 on 10:00 AM, March 3, 2020. All prospective bidders are encouraged to attend this meeting. Each BID must be accompanied by a certified check payable to the OWNER for five percent (5%) of the total amount of the BID. A BID bond may be used in lieu of a certified check. Bidders are reminded that “Disadvantaged Business Enterprise” (DBE) program requirements apply to this WORK. The CONTRACT DOCUMENTS may be examined at the following locations: 1. Copies of the CONTRACT DOCUMENTS may be obtained at the office of Blue Prints Etc. located at 20 Farrell Street, South Burlington, VT 05403, upon a non-refundable payment of $150.00 for each set. Alternatively, Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $75.00, plus shipping Checks shall be payable to Blue Prints Etc. Any CONTRACT or CONTRACTS awarded under this Invitation for BIDS are expected to be funded by a grant from the U.S. Environmental Protection Agency. Neither the United States nor any of its departments, agencies or employees is or will be a part to the Invitation for BIDS or any resulting contract. This procurement will be subject to regulations contained in 40 CFR, Part 31. A Performance BOND and a Payment BOND each in an amount equal to one hundred percent (100%) of the contract price will be required. (40 CFR §31.36(h)). “AIS (American Iron and Steel)” provisions of P.L. 113-76, Consolidated Appropriations Act of 2014, and all subsequent revisions and/or amendments including but not limited to the Water Resources Reform and Development Act (Clean Water Act §608), P.L. 113-25, Consolidated and Further Continuing Appropriations Act 2015, and P.L. 114-113, Consolidated Appropriations Act 2016 APPLY to this Contract. Bidders should refer to the Information for Bidders and the Supplemental General Conditions for these specific requirements. Federal Wage Rates under the Davis-Bacon Act (40 CFR §31.36(i)(5)) DO APPLY to this contract. Current DBE Fair Share Objective/Goal: The United States Environmental Protection Agency (EPA) Region 1 and State of Vermont Department of Environmental Conservation (VTDEC) have negotiated and agreed that the blend fair share objectives/goal for construction, services, equipment, and supplies would be 1.18% Minority Business Enterprises (MBE) and 3.66% Woman Business Enterprises (WBE).
