Bid Description:
The Pownal Tannery site is located between Route 346 and the Hoosic River in North Pownal, Vermont. A former hide tanning and finishing facility owned by the Pownal Tanning Co., Inc. was located at the 28-acre area. The Vermont Department of Environmental Conservation (DEC) is responsible for operations and maintenance activities at the site. Ground water and river sediments are sampled annually. The Vermont Agency of Natural Resources, Department of Environmental Conservation (DEC), is obligated to maintain two discrete areas of the lands of former Pownal Tannery. These areas were subject of a “Superfund” remediation project completed in 2000. DEC is seeking proposals from qualified landscaping/maintenance firms for mowing and trimming services, and potentially, as-needed, property maintenance. The Solid Waste Program’s Environmental Contingency Fund (ECF) has made available up to a maximum of $20,000.00 for this work.
The State of Vermont is seeking a qualified, independent landscaping/maintenance firm to perform the following services:
1. Mow and trim the lawn and trim weeds from approximately 2 - 3-acre grounds of the former Pownal Tannery Landfill, located off Burdick Drive, and as shown on the attached plan sheet (Attachment D- Dean Road). The contractor shall perform this service once during the growing season, or as needed to prevent the establishment of woody vegetation.
2. Mow and trim the lawn and trim weeds from the approximately three (3) acre grounds of the former Pownal Tannery wastewater lagoon system, located off VT 346, and as shown on the attached plan sheet (Attachment E- Lagoon Map). (Only the mounded area indicated on the plan sheet needs to be maintained; other disturbed areas are reverting to natural conditions.) The contractor shall perform this service once during the growing season, or as needed upon authorization from the State to prevent the establishment of
woody vegetation.
3. Additional property maintenance services at the Pownal Tannery, e.g., ditch cleaning, access road grading, erosion repair, and the like. Potential bidders are requested to provide an hourly rate for any additional equipment and labor (plus materials). Optionally, depending on the task involved, the contractor and State may agree to a lump sum payment.
