Bid Description:
The Vermont Public Service Department (Department or PSD) is responsible for evaluating energy efficiency programs implemented by Vermont’s Energy Efficiency Utilities (EEUs). The purpose of this Request for Proposals (RFP) is to select a Consultant, or team of Consultants, to characterize Vermont’s current existing home and new construction residential markets by documenting current appliance, HVAC, building shell characteristics, heating and domestic hot water systems, and lighting; as well as assess adherence to Vermont’s Residential Building Energy Standards (RBES) in the new construction market. This project will include a survey and on-site assessment of existing residential homes in Vermont and also a residential new construction baseline study. The consultant will also be responsible for comparing current results to previous Vermont market characterizations and describing trends over time, as well as identifying areas of opportunity for further energy efficiency improvement in Vermont’s residential sector.
