Bid Description:
In January 2018, the Vermont Department of Environmental Conservation (DEC) completed preliminary work to assess the presence and concentrations of per- and polyfluoroalkyl substances (PFAS) within landfill leachate and at wastewater treatment facilities (WWTFs), that process captured leachate. The results of that work indicated that PFAS was detected in all landfill leachate, WWTF influent, effluent, and sludges/biosolids sampled. The DEC issued a Solid Waste Facility Certification to New England Waste Services of Vermont (NEWSVT) on October 12, 2018 for the continued operation of a landfill facility located in Coventry, VT and the ability to expand that facility for future operations. With the PFAS concerns and as part of the Certification issued to NEWSVT, the DEC requested NEWSVT to conceptually evaluate two on-site and two off-site treatment and pretreatment technologies for the removal of per- and polyfluoroalkyl substances (PFAS) compounds at the landfill. The evaluation also required an economic analysis for each of the four treatment and pretreatment technologies. NEWSVT contracted with Brown and Caldwell Environmental Services to perform the conceptual evaluation of PFAS treatment of the leachate and provide an economic analysis of the costs associated with implementing the four recommended technologies. On October 15, 2019, NEWSVT submitted the Brown and Caldwell’s report Conceptual Leachate Treatment Scoping Study for New England Waste Services of Vermont (NEWSVT) Landfill 10/11/2019. The report provides an evaluation of commercially available PFAS treatment options and recommends two on-site and two off-site treatment and pretreatment technologies for the removal of per- and polyfluoroalkyl substances compounds as required. The report also includes an estimation of the costs (capital and operational) associated with the implementation of the recommended on-site and off-site treatment and disposal options. The DEC has a budget of up to $10,000 and is seeking proposals for a third-party review of the Conceptual Leachate Treatment Scoping Study for New England Waste Services of Vermont (NEWSVT) landfill report from Brown and Caldwell’s for its technical, financial and economic soundness
