STATE OF VERMONT AGENCY OF HUMAN SERVICES DEPARTMENT OF MENTAL HEALTH REQUEST FOR PROPOSALS RFP 53 FOR Peer Workforce Development Initiative ISSUE DATE: Monday, December 9, 2019 RFP RESPONSES DUE BY Monday, January 6, 2020 INTRODUCTION The Department of Mental Health (the State) is soliciting competitive sealed, fixed proposals for the Peer Workforce Development Initiative from qualified offerors. If a suitable offer is made in response to this Request for Proposal (RFP), the State may enter into an agreement to have the selected offeror perform all or part of the work. REQUIREMENTS FOR SUBMISSION Please provide both an electronic and hard copy of the proposal by¬¬¬¬¬¬¬ January 6, 2020 to: Jennifer Rowell, Administrator 280 State Drive, NOB 2 North Waterbury, Vermont 05671-2010 Jennifer.Rowell@vermont.gov SCOPE OF SERVICES REQUESTED The purpose of the Peer Workforce Development Initiative is to address the workforce needs of peer support workers who support individuals with mental health and other co-occurring conditions. It will be geared toward: • peers providing peer support services, • peers interested in developing the skills and knowledge necessary to provide peer support services, and • organizations and programs providing peer support services. The selected offeror will lead the Peer Workforce Development Initiative (PWDI) to: • contribute to the development of a well-trained, mentored and supervised peer support workforce that provides effective, robust peer support services to individuals with mental health and other co-occurring conditions statewide, and • begin to develop standards for the peer support workforce to create common expectations of the role and functions of peer support workers and the knowledge, competencies and skills required. The selected offeror will serve as the host organization of the PWDI; provide staffing, administrative support and organizational infrastructure to support all activities of the Initiative; and ensure the achievement of the goals by engaging in the following activities: i. Maintain a steering committee to work cooperatively with systems partners to guide the development and work of the PWDI. The committee will include but not be limited to representatives from the grantee organization, Vermont Psychiatric Survivors, Alyssum, Another Way, Pathways Vermont, the Department of Mental Health, mental health service providers including Designated Agencies and hospitals employing peer support workers, and peer support workers who support individuals with mental health and other co-occurring conditions. ii. Assess statewide peer workforce development needs, and develop and implement a plan to provide the following: a. Statewide trainings that are geared toward the attainment of peer support core competencies and skills (as previously developed under the Wellness Workforce Coalition), • Coaching and Mentoring for peer support workers through a statewide Learning Community model, • Guidance, education and support forums to those supervising peer support workers in sites including peer organizations, Designated Agencies, and hospitals, • Disseminating information and resources through outreach activities or promotional materials to potential peer support workers and hiring organizations/programs statewide to build awareness of the PWDI as a vital resource to the peer support workforce. iii. Identify and support the implementation and dissemination of applicable best practices that support the peer support workforce statewide. iv. Begin to develop standards for peer support workers, including defining the role and primary functions of peer support workers and clarifying the knowledge, competencies and skills expected of them. This work will inform viable strategies to promote and expand the peer workforce capacity throughout Vermont. • Activities include exploring and comparing other states’ peer support worker credentialing/certification standards, including descriptions of role and primary functions, knowledge, skills, and competencies. This work will complement and build upon existing peer competencies that have been developed in Vermont. Exploration will also include review of sustainable funding methodologies of peer support workers in other states. The budget for this agreement will not exceed $89,500. PROPOSAL FORMAT Please provide both an electronic and hard copy of the proposal by¬¬¬¬¬¬¬ January 6, 2020. Use standard 8.5” X 11” page size. Documents must be single-spaced and use not less than a twelve-point font. Each page of your proposal should be numbered and include your organization’s name. The bid proposal should be comprehensive and concise, and include the elements described in the section below. Bid Requirements 1. A brief description of your organization which includes its history, organizational structure and size, and qualifications to provide the required services. 2. A description of the proposed work to fulfill the RFP requirements. This should include: a. How the staff and services needed will be provided b. Proposed budget, with no more than 10% designated for administrative (indirect) costs. c. Statement and discussion of anticipated major difficulties and problem areas (if any), together with potential or recommended approaches to their solution. Confidentiality To the extent your bid contains information you consider to be proprietary and confidential, you must comply with the following requirements concerning the contents of your cover letter and the submission of a redacted copy of your bid (or affected portions thereof). The successful response will become part of the contract file and will be a matter of public record, as will all other responses received. If the response includes material that is considered by the bidder to be proprietary and confidential under the State’s Public Records Act, 1 V.S.A. § 315 et seq., the bidder shall submit a cover letter that clearly identifies each page or section of the response that it believes is proprietary and confidential. The bidder shall also provide in their cover letter a written explanation for each marked section explaining why such material should be considered exempt from public disclosure in the event of a public records request, pursuant to 1 V.S.A. § 317(c), including the prospective harm to the competitive position of the bidder if the identified material were to be released. Additionally, the bidder must include a redacted copy of its response for portions that are considered proprietary and confidential. Redactions must be limited so that the reviewer may understand the nature of the information being withheld. It is typically inappropriate to redact entire pages, or to redact the titles/captions of tables and figures. Under no circumstances can the entire response be marked confidential, and the State reserves the right to disqualify responses so marked. DELIVERY OF BID Bids must be received no later than at 4:30 pm EST on January 6, 2020. ADDITIONAL INFORMATION DMH reserves the right to accept or reject any or all bids. If a proposal is selected, representatives will be invited to negotiate an agreement. DMH will not pay any bidder costs associated with preparing or presenting any proposal in response to this bid. The contractor will agree to the State of Vermont usual contract and payment provisions.
