Bid Description:
The Vermont Department for Children and Families, Economic Services Division(DCF) administers the Reach Up program, Vermont’s Temporary Assistance to Needy Families (TANF) program. Reach Up’s vision is that families will be empowered, connected and thriving. The mission of the Reach Up program is to join families on their journey to overcome obstacles, explore opportunities, improve their finances and reach their goals. The Reach Up program provides cash assistance to eligible families to meet their basic needs and provides case management services to help families attain financial stability. DCF is seeking to establish service agreements with at least one company that can provide research and statistical analysis for Vermont’s welfare policy. Research and statistical analysis will include, but is not limited to, projecting and forecasting Reach Up Program caseloads, and conducting analysis on Vermont’s Reach Up program. DCF is looking for data analysis on the Intergenerational Poverty within the Reach Up program, analysis and outcomes for the Financial Employment pilot within the Reach Up program, a forecast of the Reach Up and Reach Ahead caseload, and annual updates to the Federal FSA4125 report . The purpose of the research and statistical analysis services is to provide data for budgetary purposes, program evaluation and program planning.
