Bid Description:
The Department of Environmental Conservation (DEC) helps businesses improve the environmental performance of their operations across a variety of metrics critical to the protection of public health and the environment. The DEC offers environmental compliance assistance to Vermont businesses and municipalities and promotes practices that reduce, eliminate, or prevent pollution at its source. DEC assists individuals, businesses, communities, state agencies, and others to identify effective and economical ways to reduce waste and pollution at the source. Food and beverage manufacturing businesses continue to grow in Vermont; many of these do not separately collect, or side-stream, high-strength waste streams (e.g., process wastes such as whey, brewery still bottoms, and first rinses, as well as off-specification product), and instead send them through wastewater systems for treatment, or through solid waste to landfills. Poorly managed process wastes can contribute to nutrient loading on land, noxious odors, and limitations on new service connections to municipal wastewater treatment facilities (WWTFs) that constrain economic growth. Effective side-streaming of high-strength food process wastes to anaerobic digesters can alleviate these problems and generate renewable energy. DEC is seeking proposals for the design, purchase, and installation of tanks and associated supplies for the separate collection, or side-streaming, of high-strength (high Biological Oxygen Demand) food and beverage process wastes to be sent to an anaerobic digester. Priority will be given to businesses participating in the DEC Green Brewery, Green Dairy, and Green Specialty Foods Cohorts. This sub award will provide assistance for the cost of completing this work. Up to $27,500 for all grantees is available from November 1, 2019 to September 30, 2020. It is anticipated that four to six awards will be made, with an average award of $5,500.
