Bid Description:
The Department of Environmental Conservation (DEC), through its Interagency Village Wastewater Solutions Initiative seeks proposals for a consulting engineer to assist East and West Burke, Vermont with preparing a Preliminary Engineering Report (PER) and other associated work, as provided herein. Villages form the heart of Vermont’s rural communities, but more than 150 villages lack sewer systems, hampering revitalization and limiting options for environmental protection. To overcome this challenge, DEC obtained a Northern Border Regional Commission (NBRC) grant to help identify cost effective wastewater solutions for the villages of East Burke, West Burke and Wolcott, providing models for other villages throughout Vermont. Villages like East and West Burke with a small user base with little or no staffing need targeted engineering solutions that are cost effective and simple to manage. Under this initiative, the State has already contracted with a coordinator to assist the villages with this effort. In addition to facilitating meetings and serving as a point of contact for this effort, the coordinator is helping to identify community needs and financing opportunities. This Request for Proposals (RFP) for East and West Burke covers the engineering and hydrogeological services including; preliminary soils testing and hydrogeological analyses; preliminary engineering layouts and estimates of probable costs, operation, maintenance and management considerations, including development of a Preliminary Engineering Report. The engineer selected under this RFP is expected to prepare design solutions and a PER that is responsive to the unique needs that East and West Burke face as small villages. The engineer will be expected to work collaboratively with the coordinator and community during this project.
