STATE OF VERMONT AGENCY OF HUMAN SERVICES DEPARTMENT OF MENTAL HEALTH VERMONT PSYCHIATRIC CARE HOSPITAL REQUEST FOR PROPOSALS LAUNDRY/LINEN EXCHANGE SERVICES VERMONT DEPARTMENT OF MENTAL HEALTH INTRODUCTION The purpose of this RFP is to obtain a contractor to provide Laundry or Linen exchange Services to the Vermont Department of Mental Health, Vermont Psychiatric Care Hospital. REQUIREMENTS FOR SUBMISSION The proposal must be received no later than October 1, 2019, by: Heidi Gee 350 Fisher Road Berlin, VT 05633-7901 Email: Heidi.gee@vermont.gov Please mark on the front of the envelope: “Package Contains RFP for Laundry Services” The Department of Mental Health has the right to accept or reject any or all bids. If an organization is selected, representatives will be invited to negotiate a contract. This contract carries the possibility of two (2) one-year renewals pending satisfactory performance of Contractor and availability of funding. BRIEF DESCRIPTION OF THE ORGANIZATION: The Vermont Department of Mental Health is responsible for the provision of services to adults who have a severe and persistent mental illness and children who have a severe emotional disturbance. The Department will ensure that all services are delivered in a cost-efficient, clinically effective and timely fashion. The Vermont Psychiatric Care Hospital is a 25-bed hospital that serves individuals’ who are in the care and custody of the Commissioner, Department of Mental Health. SCOPE OF SERVICES REQUESTED: Contractor shall provide laundry or linen exchange services for the Vermont Psychiatric Care Hospital, 350 Fisher Road, Berlin, VT 05602: Items to be laundered or exchanged including, but not limited to: Towels, blankets, bedspreads, sheets, pillowcases, laundry bags, mop heads, wash cloths, dust mops, kitchen towels. Standards of Performance: Including but not limited to, the following: 1. Approved wash formulas (monitored by chemical company, distributor and own technician) 2. Quality Control Program a. At least monthly pH testing and recording of finished products b. Periodic before/after lab cultures c. Monitor water hardness d. Bimonthly, certified test for whiteness, tensile strength (loss), yellowness e. Monthly titrations reports on wash formulas f. Infection control through handling procedures 3. Provide VPCH with details related to wash formulas and the results of any testing related to VPCH laundry as requested 4. The Contractor will follow Universal precautions for blood borne pathogens 5. Separation of soiled/clean laundry at all times 6. The Contractor will disinfect and sanitize linen carts/vehicles between every use – monitor same via lab reports. 7. Separation of damaged items and return to hospital in separate identified bag 8. VPCH laundry will always be kept separate from all other facilities laundry 9. We might want to add something about stains? 10. Without knowing what exactly we would be renting, the safety components may also need to be spelled out here. Deliveries Pick-ups and deliveries must be made a minimum of twice per week, on two agreed upon days, with the potential of a third delivery between the hours of 6:00 – 9:00 a.m., at the Vermont Psychiatric Care Hospital, located at 350 Fisher Road, Berlin, VT. If observed holidays are on the agreed upon delivery day, satisfactory arrangements will be made with Vermont Psychiatric Care Hospital to deliver on an alternate day. The delivery carts with clean linen will be ramped off the delivery truck onto the loading dock. Soiled linen carts will be ramped onto the loading dock. Packing of Delivery Baskets: 1. Mops in separate laundry bags 2. Small items folded and packed in separate laundry bag 3. Linens (white), folded and packed in orderly manner (i.e., one bag towels, one bag sheets, etc.) 4. Bedspreads (various colors), folded and packed in orderly manner and in separate laundry bags 5. Kitchen items folded and packed separately PROPOSAL FORMAT: In order to simplify the review process and obtain the maximum degree of comparability, please organize your response to this RFP to include the following information in the order listed: 1. The rate at which the Contractor will provide these services. ? Cost per pound for soil laundry, including pick-up and delivery or ? Cost per item for linen exchange service, including pick-up and delivery 2. Confirmation that contractor will be able to meet the “Standards of Performance” as listed above. 3. Insurance Certificate. 4. Specific laboratory tests used related to laundry services and the intervals at which they are performed. CRITERION: 1. Ability to perform statement of work 2. Cost of Proposal 3. References – Experience Each proposal will be independently evaluated on factors 1 through 3 by two or more qualified individuals. A composite score will be computed based on those independent evaluations.
