Bid Description:
The Vermont Department of Environmental Conservation (DEC) is offering municipal entities (Municipalities and Solid Waste Districts) the opportunity to apply for grants for expanded or new Household Hazardous Waste (HHW) collection facilities. Grantees will be required to provide a match of at least 40% of the total project cost.
Generally, HHW is the most toxic portion of municipal solid waste, thus the 2014 VT Materials Management Plan requires Solid Waste Management Entities (SWMEs) to offer collection of HHW and Conditionally Exempt Generator (CEG) Hazardous waste to residents and small businesses (who meet CEG status).
In order to meet this requirement, SWMEs offer collection via 5 permanent HHW facilities, 2 semi-permanent (seasonal) HHW facilities and over 110 one-day collection events each year. As of 2016, SWMEs spent $1.6 million dollars to collect and manage approximately 1,070 tons of HHW and CEG Hazardous Waste. A decline in the number of Hazardous Waste Contractors has reduced competitive pricing for one day events resulting in higher costs, especially affected are event set-up fees which can range from about $2,000 - $7,000 per event. SWMEs report that Hazardous Waste Contractors are increasingly more reluctant to service small weekend collection events preferring the efficiency and weekday schedule of servicing permanent collection facilities. HHW facilities would offer SWMEs the opportunity to consolidate materials, shipping full truckloads as opposed the higher costs associated with partially full containers from one-day events.
In addition, the household participation rate and amount of waste collected at both HHW collection events and facilities is perpetual and is also increasing statewide.
Further, the 2018 Waste Composition Study showed an estimated 1,489 tons of HHW and CEG Hazardous Waste still being disposed of in municipal solid waste (MSW), demonstrating a continual need for increased collection convenience.
A 2017 HHW Stakeholder Group recommended a network of shared regional HHW facilities distributed throughout the state with possible rural events to fill some gaps. HHW Facilities would allow for increased convenience and access to proper disposal, improving efficiencies in how material is collected, stored and shipped.
HHW facilities could reduce the concentrated number of vehicles at collection events and allow for improved security during an emergency. Financial assistance will allow for increased and improved infrastructure to manage HHW safely and cost effectively.
