Bid Description:
INFORMATION FOR BIDDERS 1. Separate sealed BIDS for the construction of 1,600± LF of 2” polyethylene tubing main to serve 22 existing mobile homes including new service connections at the Mobile Acres Mobile Home Park along Fogey Street in Braintree, Vermont will be received by The Housing Foundation, Inc. (OWNER), at the following address: 1 Prospect Street, Montpelier, Vermont, 05602 until August 15, 2109, 1:00 pm (prevailing local time), and then at said office publicly opened and read aloud. (The time between initial advertisement and Bid opening will be a minimum of 21 calendar days.) 2. A non-mandatory pre-bid meeting will be held at the site (Fogey Street, Braintree, Vermont) on July 25, 2019 at 10:00 am. 3. All Bids must be made on the blank form of the BID proposal attached hereto. No lines on the BID may be left blank. Failure to fully complete the BID will render the Bidder non-responsive, and the Bid will not be read. The OWNER may waive any informalities or minor defects or reject any or all bids. In the event there is any discrepancy in the PROPOSAL between any price in words, figures, or the extended totals, the price in words shall govern and the extended totals in each case shall be corrected accordingly. A conditional or qualified bid will not be accepted. 4. An Irrevocable Letter of Credit for 100% of the Bid value will be required at the time of Contract award. 5. A Bidder may withdraw any proposal submitted prior to the hour set for the closing of the Bids provided the request is signed in a manner identical with the proposal being withdrawn. No Bidder may withdraw a Bid within 45 days after the actual date of the opening. 6. All questions by prospective BIDDERS as to the interpretations of the INFORMATION FOR BIDDERS, Forms of PROPOSAL, Form of CONTRACT, Plans, Specifications or Letter of Credit, must be submitted in writing (email acceptable) to the Consulting Engineer, DeWolfe Engineering Associates, PC, Brian Lane-Karnas, PE, brian.lane-karnas@dirtsteel.com PO Box 1576, Montpelier, VT 05601, at least seven (7) days before the date herein set for the opening of BIDS. An interpretation will be mailed by certified mail with return receipt requested or emailed to prospective BIDDERS at the addresses given by them no later than five (5) days before the date of opening BIDS. Failure of any BIDDER to receive any such ADDENDUM or interpretation shall not relieve such BIDDER from any obligation under its BID as submitted. All ADDENDA so issued shall become part of the CONTRACT DOCUMENTS. 7. Federal Wage Rates under Davis-Bacon and Related Acts apply to this Contract. 8. “AIS (American Iron and Steel)” provisions of P.L. 113-76, Consolidated Appropriations Act of 2014, and all subsequent revisions and/or amendments including but not limited to the Water Resources Reform and Development Act (Clean Water Act §608), P.L. 113-25, Consolidated and Further Continuing Appropriations Act 2015, and P.L. 114-113, Consolidated Appropriations Act 2016 APPLY to this Contract. Bidders should refer to the Information for Bidders and the Supplemental General Conditions for these specific requirements. 9. It is understood that the State of Vermont (DEC) must concur with this Contract award. 10. The OWNER will be responsible for payment in accordance with the terms of the Contract. 11. The OWNER reserves the right to reject any or all bids or to waive any informality or irregularity. Award of this contract is contingent on approval of funding from the Vermont Drinking Water State Revolving Loan Fund. 12. The prospective Bidders are responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of a Bidder to do any of the foregoing shall, in no way, relieve any Bidder from any obligation in respect to his Bid.
