Bid Description:
The Lamoille County Planning Commission (LCPC), on behalf of the Smugglers’ Notch Partners (Partners), and with funding through the Vermont Agency of Transportation (VTrans), the Northern Borders Regional Commission, and the Vermont Department of Forests, Parks and Recreation, is seeking Public Information Consultant (PIC) services for a project to construct Parking Area and Stormwater Improvements on sections of Route 108 designated as the “Smugglers’ Notch Scenic Highway” (The Notch). The primary purpose of the project is to upgrade transportation facilities on Rt.108 between Jeffersonville and Stowe, an area designated as the Smugglers’ Notch Scenic Highway. Land adjacent to Rt.108 is within Smugglers’ Notch State Park. Rt.108 has evolved from a remote mountain pass to a critical piece of the transportation network. Commuters, park visitors, and other recreational users (bicyclists, hikers, and motorcyclists) place competing demands on the corridor. Much of the visitor parking is in unofficial “boot leg” areas on the road shoulder. Parking extends several feet into narrow travel lanes, leading to congestion that reduces the functionality of the transportation network. Replacing on-road parking with formal areas will improve traffic flow and enhance safety and the visitor experience for all users. Specific improvements are outlined in the RFQ.
