Bid Description:
The State of Vermont, acting through the Agency of Transportation – Highway Division – Construction & Materials Bureau (referred to as State), is seeking proposals for legal services primary contracts to provide advice and litigation support relating to complex contractor construction claims. VTrans would like to establish contracts with up to five (5) firms that would create a pool of legal practitioners who would be assigned legal tasks as described in Attachment A. VTrans refers to this type of a contract as a “primary” contract, however the term primary does not imply a retainer arrangement as that term is traditionally employed in the legal field. Having a “primary contract” does not guarantee that the contractor will receive any work or remuneration under the contract.
