Bid Description:
The Waste Management and Prevention Division (WMPD) oversees the use, treatment and handling of hazardous and solid wastes. The Division performs emergency response for hazardous materials spills, issues permits for federal and state programs regulating hazardous wastes, solid wastes, and underground storage tanks, and manages cleanup at hazardous sites under state and federal authorities. The Sites Management Section (SMS) of the WMPD provides State oversight for the investigation and cleanup of properties where a release of a hazardous material has contaminated the environment, including soils, groundwater, surface water, and indoor air. On May 15, 2019 Governor Phil Scott signed into law S.49 An act relating to the regulation of polyfluoroalkyl substances in drinking and surface waters. DEC is seeking proposals from qualified consultants to supply environmental site investigation services to the DEC at hazardous waste sites located throughout the State of Vermont. Since this Request for Proposals (RFP) does not contain site-specific information, which may affect the cost of service, proposals will be accepted on a time and materials basis. Please include with your proposal your markup for subcontractors (markup is not to exceed 10%). Note: markups for equipment and primary contractor services such as telephone calls, copying, mailing costs, meals, digital scanning, and lodging will not be allowed under this contract. Please note that payment for individual project authorizations will be for completed performance milestones established by the DEC in a project authorization approval. See Attachment A for additional information regarding subcontractor markup. DEC anticipates signing contracts with up to four (4) firms under the terms of this RFP. This will allow us to select the most appropriate contractor for a specific job based upon cost, location, availability, and services provided under the terms of the contract. DEC shall contact the contracted firms when state lead investigation work is required at a site. Based upon previous experience, the DEC anticipates that each contractor shall perform up to five (5) site investigations during their contract period. However, it is possible that a contractor would conduct no state lead site investigations during the contract period. Up to $450,000. is available per contract.
