Bid Description:
Sealed Bids for the construction of the Hickok Street Waterline Replacement, Contract No. 1 will be received by the City of Winooski, at City Hall, 27 West Allen Street, Winooski, VT, 05404 until 1:00 pm local time on Tuesday, May 21, 2019, at which time the Bids received will be publicly opened and read. The Project consists of the installation of approximately 2,750 linear feet of 8” PVC waterline on Hickok Street and West Lane. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. A pre-bid conference will be held at 10:00 am local time on Thursday, May 9, 2019 at City Hall, 27 West Allen Street, Winooski, VT, 05404. Attendance at the pre-bid conference is highly encouraged but is not mandatory. The Issuing Office for the Bidding Documents is: Blueprints, Etc, 20 Farrell Street, South Burlington, VT 05403, (802) 656-4503. Prospective Bidders may examine and/or obtain the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM and 4:30 PM. Printed Bidding Documents may be obtained from the Issuing Office, at a cost of $125.00 per set, plus shipping. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via Bidder’s choice of available delivery methods. Alternatively, Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $75.00, plus shipping. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidding Documents may also be examined at Works in Progress, Inc, 20 Farrell Street, Suite 103, South Burlington, VT 05403; City Hall, 27 West Allen Street, Winooski, VT, 05404 on Mondays through Fridays between the hours of 9:00 AM and 3:00 PM and the office of the Engineer, Aldrich + Elliott, PC, 6 Market Place, Essex Junction, VT 05452 on Mondays through Fridays between the hours of 9:00 AM and 3:00 PM. This project is funded in part through the Vermont Drinking Water State Revolving Fund. Consequently, the following provisions apply to this WORK (more detail for each of these provisions can be found in Instruction to Bidders): 1. Bid security in accordance with the Instructions to Bidders 2. Disadvantaged Business Enterprise (DBE) requirements 3. Performance BOND and Payment BOND each in the amount of 100% of the contract price 4. ‘AIS” (American Iron and Steel) provisions of P.L. 113-76, Consolidated Appropriations Act 5. Federal Wage Rates as determines under the Davis-Bacon Act
