Bid Description:
Since 1987, a solid waste franchise fee has been collected from solid waste haulers and facility owners based on the tonnage of solid waste disposed, either by landfill or incineration. The Waste Management and Prevention Division of the Vermont Department of Environmental Conservation administers the Solid Waste Assistance fund to implement important services to all Vermonters. Assuring proper payment of these fees is important to provide adequate oversight of payment statewide. The overall purpose of these Solid Waste Audits is to audit commercial waste haulers and facilities operating in the solid waste management districts, alliances, and municipalities in Vermont as well as certain out-of-state waste disposal facilities to determine whether the State is receiving its entitled solid waste franchise taxes from those responsible to pay such taxes, and this information is reported to the appropriate personnel in the Vermont Department of Taxes. In addition, these audits also ensure haulers and facilities are reporting properly pursuant to District Ordinances and remitting the appropriate surcharge fees as required. DEC is seeking proposals to conduct Compliance Investigations, by the auditing of solid waste facilities and haulers, and demonstrating sufficient additional funding sources, to cover all associated costs. The period for this audit work would be for state fiscal year 2020. Up to $57,000 is available for one year and the awardee must provide a minimum of $40,000 cash or in-kind match. The Investigator is responsible for ensuring waste facilities and haulers are in compliance with the state franchise fee and hauler licensing requirements, and any local waste surcharge fees from solid waste districts and town.
