Project Descriptions: Keith Avenue Parking Lot Improvements (Part A): The project site encompasses an area from between Pearl Street to Keith Avenue between the back of the buildings at 159 to 123 Main Street. There is one primary element to Part A: •Redevelopment of the surface of the site - generally includes the removal and disposal of existing surfaces, removal and disposal of non-contaminated concrete and bituminous concrete at the City recycle site (Farwell Street), removal and disposal of soils from a limited TCE Hot Spot as RCRA Hazardous Waste, removal and disposal of excess urban soils and removal and disposal of limited Industrial soils to a certified landfill, and installation of new gravel subbase, grading, drainage, pavement, curbing, concrete sidewalk, parking lighting, line stripping, signage, parking meter sleeves, traffic/stormwater control during construction, etc. for the complete installation of the work. A Corrective Action Plan (CAP) has been approved for this site. •The Substantial Completion date for this part of the project is August 23, 2019. All paving, sidewalks, curbing, line stripping and signage, and drainage shall be completed by this date. Final Completion, including installation of lighting, shall be on or before September 13, 2019. The Owner shall have full use of the parking lot following Substantial Completion. In addition to the above, the Contractor shall complete the removal of the TCE Hot Spot soils from the project site by July 12, 2019. •Completion dates assume actual construction starts on/before June 24, 2019. Pearl Street Pedestrian Way Improvements (Part B) The project description is as follows: •The project site encompasses an area of Pearl Street starting at Main Street and extending east approximately 240 feet. The City of Barre seeks to convert a narrow street into a new pedestrian way connecting the Keith Avenue parking lot with Main Street. The project involves concrete paving, concrete foundations for the decorative arches and granite sculpture, drainage improvements, curbing, six decorative archways, lighting, electrical service, etc. for the complete installation of the work. The present condition of the site is that the old roadway surface has been removed by Barre PWD, and the present concrete sidewalk will be removed by the City as well. •The Substantial Completion date for this part of the project is July 19, 2019 (prior to the annual Heritage Festival). All sidewalk, concrete work, curbing, foundations, and drainage shall be completed by this date. Final Completion, including electrical, lighting and metal work, shall be completed on or before August 16, 2019. Following Substantial Completion, the Pearl Street project shall be open to pedestrian traffic during non-work period and as otherwise directed by the City. The Contractor is responsible for installing and maintaining safety measures to allow for safe passage through the work zone following Substantial Completion when open to the public. •In addition to the above, the Contractor shall complete all work required between the front face of the existing buildings and Main Street within 12 consecutive calendar days. The City shall be provided with a minimum of 2 weeks’ notice prior to the start of this work. Other than during the 12 day period, there shall be no restrictions to the free flow of pedestrian traffic along the Main Street sidewalk. •Completion dates assume actual construction starts on/before June 24, 2019.
