Bid Description:
DEC is requesting proposals for the support of multiple projects involving preliminary design, final design and/or implementation. Individual projects have been identified as part of the Tactical Basin Planning process and listed in the DEC Watershed Projects Database. A minimum of 50% of the awarded funds must support projects that cost at or below $20,000. Up to $1,500,000 is available for this block grant (award dollars may be subject to change based on funding limitations or if additional dollars become available), with a minimum grant size of $500,000. The recipient will have up to 2 years from the date of the grant agreement execution to complete and close the grant. If funds are not dedicated to projects one year from the signing of the grant agreement, the funds may be reallocated by DEC. The block grant recipient(s) will be responsible for ensuring all projects designed, implemented and funded through this block grant have no adverse natural resource impact(s). The Technical Project Manager (TPM) will not review and approve each project but may spot-check projects to ensure compliance with the agreement terms, conditions, and scope of work.

Question and Answer (Q&A) Period: Questions received via ANR.WSMDERP@vermont.gov with subject line “Design/Implementation Block Grant – Question(s)” between February 25, 2019 and March 18, 2019 will be answered and published in a Q&A document on the CWIP Grants webpage and attached to this RFP by March 26, 2019.
Submittal: All proposals must be submitted electronically via email to ANR.WSMDERP@vermont.gov by April 8, 2019, 4:00 pm EST using the subject line “Design/Implementation Block Grant – insert short org name – insert short title”
Bid Opening: Proposals are anticipated to be opened April 9, 2019, at 9:00 am EST.
Notification: Proposals preliminarily accepted by DEC are anticipated to be notified no later than April 26, 2019.
