Bid Description:
The State of Vermont, Office of the Chief Marketing Officer, is requesting proposals from qualified and experienced vendors competent to deliver Media Planning and Buying Services. The purpose of any resulting contract will be to provide support for the media campaign activities of the agencies, departments and divisions of Vermont state government on an as-needed, project-by-project basis. // The Chief Marketing Officer has identified an opportunity for savings by consolidating media dollars under one contract and coordinating multiple in-state media campaigns through a single media buyer to increase purchasing power and buying efficiencies. This consolidation provides the media buyer more negotiating power with media vendors resulting in lower rates on behalf of the state as a whole. // During the term of the resulting contract, state entities will have the ability to work directly with the contracted marketing vendor for media planning and buying services. It should be understood, therefore, that vendors are dealing with a very diverse group of entities that nonetheless comprise one client—-the state of Vermont.

Any substantive questions regarding this RFP are due by January 3, 2019 at 4 PM EST. The State will respond to written questions by January 9, 2019. Any responses will be posted on the State’s bid registry website at www.vermontbidsystem.com under the ‘Bid Attachments’ section. The State reserves the right to select which questions it will answer. // All bidders on this project must be prequalified for marketing contracts in order to submit an eligible proposal and be considered for this work. Vendors who wish to become prequalified for marketing contracts may submit an application to the Chief Marketing Officer at any time. All requests for prequalification must be submitted at least one business day prior to a scheduled RFP closing date for which a vendor wishes to submit a bid. Specifically, the due date for any prequalification applications in connection with this RFP is January 16, 2019. Information regarding prequalification can be found at www.cmo.vermont.gov.
