Bid Description:
The Department of Environmental Conservation (DEC) Clean Water Initiative Program (CWIP) provides funding in the form of grants and contracts to support projects that reduce sediment and nutrient pollution, including phosphorus, from runoff and soil erosion that discharge into the state’s rivers, streams, lakes, ponds and wetlands. CWIP provides technical support to the state board charged with administering clean water investments in priority water quality restoration. CWIP tracks and reports on priority projects to restore Vermont’s waters, and communicates progress toward meeting water quality restoration targets. OVERVIEW of PARTNERSHIP PROJECT DEVELOPMENT BLOCK GRANT The Vermont Department of Environmental Conservation (DEC) is requesting proposals for project development by partners that will support the expansion of water quality improvement projects. These funds should be used for getting landowners, municipalities and other partners “on board” with projects to improve water quality. Up to $138,501 is available for this block grant to support project development of any sector (excluding both woody buffer projects and projects for compliance with the forthcoming 3-acre stormwater permit). The recipient will have up to 2 years from the date of the grant agreement execution to complete and close the grant.

Deadlines and Content of Proposals- Please note the Addendum to these deadline (posted as an attachment below) Question & Answer Period: Questions received via ANR.WSMDERP@vermont.gov between 11/5/18 and 11/15/18 will be answered via publishing a Q&A document on the CWI Grants Webpage and posting it as an attachment to this RFP by 11/27/18 [update: answers posted on 11/26]. Please use the subject line “Partnership-PD [insert Short Project Name] RFP Questions.” Submittal: All proposals must be submitted electronically via email to ANR.WSMDERP@vermont.gov by 12/10/18, 4:00 pm EDST using the subject line “Partnership-PD : [insert Short Project Name] Proposal.” Bid opening: Proposals are anticipated to be opened 12/11/18, at 9:00 am EDST. Notification: Proposals preliminarily accepted by DEC is anticipated to be notified no later than 12/21/18. All proposals must include the following information: • Proposals must clearly address each of the selection criteria identified in this RFP. • A detailed scope of work describing how the deliverables will be met (sample table included below). • A statement identifying individuals who were involved in the preparation of the proposal as well as a single point of contact. • Demonstration of capacity to oversee the Partnership Project Development Block Grant and examples of prior related work. • A detailed description of the organization’s experience with project development and project staff qualifications and experience. This can include resumes, reports, and descriptions of expertise. • Budget that includes the following: ? Total cost of the project including personnel costs (salary, fringe), mileage, materials and supplies, indirect. ? Budget narrative that fully describes the budget in detail. ? A cost breakdown sheet in response to the scope of work: ? Itemized breakdown of labor/equipment rates, ? estimated hours, material, subcontractor costs (if applicable) per item; ? [if grant] leveraging matching funds/in-kind work; and ? cumulative total ? Program Delivery costs (that include indirect costs) may not exceed 15% of the total project cost. • A certificate of insurance, indicating that the entity or entities have met the insurance requirements listed in Attachment C. (See attached) • A current and complete Risk Assessment Questionnaire. (See attached) • A Certification of Good Standing. (See attached) • A complete and detailed deliverables table.
