Bid Description:
The Department of Environmental Conservation (DEC) Clean Water Initiative Program (CWIP) provides funding in the form of grants and contracts to support projects that reduce sediment and nutrient pollution, including phosphorus, from runoff and soil erosion that discharge into the state’s rivers, streams, lakes, ponds and wetlands. CWIP provides technical support to the state board charged with administering clean water investments in priority water quality restoration. CWIP tracks and reports on priority projects to restore Vermont’s waters, and communicates progress toward meeting water quality restoration targets. OVERVIEW of WOODY BUFFER BLOCK GRANT DEC is requesting proposals to direct a program that will support the development and implementation of high-priority, cost-effective, native riparian woody buffer plantings. In total, $215,000 is available for the Ecosystem Restoration Woody Buffer Block grant. Of this, $175,000 is available for project implementation and $40,000 is available for project development costs. DEC is seeking proposal for the implementation of forested woody buffers using native vegetation. Riparian forest buffers of sufficient width (riverside buffers must be a minimum of 35 feet) intercept sediment, nutrients, pesticides, and other materials in surface runoff and reduce nutrient and other pollutants in shallow subsurface water flow. The woody roots increase resistance of streambanks and shorelines to erosion caused by high water flows or waves. Woody forested buffers are located along or around permanent or intermittent streams, lakes, ponds, wetlands, and seeps. Many of these areas feature year-round or seasonal moisture, which allows woody species to establish quickly. A new riparian forest “woody” buffer using native vegetation can rapidly benefit a variety of settings, such as cropland, forest land, and urban areas.

Please use the subject line “Woody Buffer - [insert Short Project Name] RFP Questions” for all questions submitted. Submittal: All proposals must be submitted electronically via email to ANR.WSMDERP@vermont.gov by 12/03/18, 4:00 pm EDST using the subject line “Woody Buffer: [insert Short Project Name] Proposal.” Bid opening: Proposals are anticipated to be opened 12/04/18, at 9:00 am EDST. Notification: Proposals preliminarily accepted by DEC is anticipated to be notified no later than 12/19/18. All proposals must include the following information: • Proposals must clearly address each of the selection criteria identified in this RFP below. • A detailed scope of work describing how the deliverables will be met (see below for further details). • A statement identifying individuals who were involved in the preparation of the proposal as well as a single point of contact. • A detailed description of the organization’s experience with woody buffer projects and project staff qualifications and experience. This can include resumes, reports, and descriptions of expertise. • A detailed budget including program delivery costs, ratio of project development to implementation ratio, estimated cost/acre. • A sample native woody buffer project plans and budget. • A certificate of insurance, indicating that the entity or entities have met the insurance requirements listed in Attachment C. • A current and complete Risk Assessment Questionnaire. (See attached) • A Certification of Good Standing. (See attached) • A cost breakdown sheet in response to the scope of work: ? Itemized breakdown of labor/equipment rates, ? estimated hours, material, subcontractor costs (if applicable) per item; ? [if grant] leveraging matching funds/in-kind work; and ? cumulative total • A complete and detailed milestones/deliverables table. An example of a deliverables table is included below.
